Identifies entities involved in manufacturing or producing operational cluster munitions as defined by the Convention on Cluster Munitions, including complete munitions, explosive submunitions, explosive bomblets, and near-complete kits or assemblies. Production of generic delivery platforms or generic components is excluded unless a cluster-munition payload or cluster-specific end use is established.
