Product-Specific Promotional Materials
Defined as: Entities that publish or commission promotional materials expressly presenting a cluster-munition product for adoption, procurement, sale, or military use. Independent technical documentation or reporting is insufficient.
- 03Criterion
Sales Representatives or Agents Promoting Cluster Munitions
Defined as: Entities or authorized agents that actively solicit buyers, advocate for procurement, provide product pitches, or otherwise promote a cluster-munition product in a sales context.
- 04Criterion
Trade-Show or Exhibition Promotion of Cluster Munitions
Defined as: Entities that display or present an identified cluster-munition product, explosive submunition, explosive bomblet, or cluster-specific component at a trade show or defence exhibition for promotional or sales purposes.
- 05Criterion
Corroborated Cluster Munition Promotion Evidence
Defined as: Entities for which an NGO report, treaty monitor, government record, archived company material, trade-show catalogue, or other authoritative source provides an exact entity, product, promotional conduct, and time attribution, corroborated by company material, exhibition evidence, or another independent authoritative source. List membership alone is insufficient.

Joint or Co-Marketing of Cluster Munitions
Defined as: Entities with a documented role in jointly branding, exhibiting, marketing, or promoting a cluster-munition product. Joint-venture ownership without promotional conduct is insufficient.

These circumstances do not establish this activity unless separate evidence also meets an inclusion criterion.

Manufacturers Not Engaged in Promotion
Defined as: Companies that produce cluster munitions but do not advertise or market them publicly.
- 02Criterion
Media or Academic Reporting
Defined as: News outlets, analysts, or researchers discussing cluster munitions in reporting or policy critique—not promotional contexts.
- 03Criterion
Historical-Only Cluster Munition Promotion
Defined as: Entities with verified past marketing, advertising, exhibition, or promotion of cluster munitions, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.

Disarmament or Clearance Advocacy Groups
Defined as: NGOs or humanitarian entities discussing cluster munitions in the context of banning, clearing, or disarming—not endorsing.

Generic Defense Marketing (Unrelated)
Defined as: Companies that market conventional arms, vehicles, or systems with no cluster munition content in promotional materials.
- 06Criterion
Logos or Labels on Packaging Without Promotion
Defined as: Manufacturing labels or codes used for identification, not public-facing promotional activities.
