Defined as: Entities that repair, refurbish, recondition, or overhaul cluster munitions to restore usability or extend operational life, including replacement of fuzes, submunitions, casings, or other functional elements.
- 02Criterion
Maintenance of Operational Cluster-Munition Stockpiles
Defined as: Entities that inspect, service, test, or maintain operational cluster munitions to preserve readiness, reliability, or shelf life. Inventory management without maintenance is assessed separately.
- 03Criterion
State-Owned or Government-Operated Overhaul With Verified Activity
Defined as: Government facilities, military units, state-owned enterprises, or contractors with entity-specific evidence of repairing or overhauling operational cluster munitions. Government status or depot operation alone is insufficient.
- 04Criterion
Fuze, Submunition, or Functional-Component Replacement
Defined as: Entities that replace defective, expired, or obsolete functional elements within an existing cluster munition to return it to operational condition.
- 05Criterion
Field or Deployed Repair With Verified Cluster-Munition Work
Defined as: Entities or military units that perform actual field repair or restoration of operational cluster munitions. General field support, launch operations, or logistics capability alone is insufficient.
- 06Criterion
Awarded Cluster Munition Repair or Lifecycle-Extension Contracts
Defined as: Entities named in a contract, order, audit, or official record for product-specific repair, maintenance, overhaul, refurbishment, or lifecycle extension of operational cluster munitions.
Excluded on this basis alone
These circumstances do not establish this activity unless separate evidence also meets an inclusion criterion.

Manufacturers Only (No Repair Activity)
Defined as: Companies that produce cluster munitions but are not involved in their maintenance or repair.
- 02Criterion
Destruction, Deactivation, Demilitarization, Clearance, or EOD Only
Defined as: Entities whose role is limited to dismantling, neutralizing, deactivating, destroying, clearing, disposing of, or remediating cluster munitions and that do not restore them to operational condition.
- 03Criterion
Storage or Transport Providers
Defined as: Companies involved only in the logistics, warehousing, or shipment of munitions, without performing any repair work.
- 04Criterion
Component Manufacturers (Non-Service Role)
Defined as: Suppliers of submunition parts, electronics, or casings who do not engage in repair or maintenance.
- 05Criterion
Historical-Only Cluster Munition Repair
Defined as: Entities with verified past repair, refurbishment, maintenance, or overhaul of operational cluster munitions, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.

Training and Simulation Providers
Defined as: Entities that simulate repair procedures for educational purposes without actual handling or refurbishment of live cluster munitions.
