    Complete Cluster Munition Production

    Defined as: Entities that manufacture complete operational cluster munitions or near-complete kits or assemblies designed to disperse or release explosive submunitions.

  2. 02Criterion

    Explosive Submunition or Bomblet Production

    Defined as: Entities that manufacture explosive submunitions or explosive bomblets designed to be dispersed or released from another conventional munition. This activity may also qualify under Cluster Munitions Components and Explosive Submunitions.

  3. 03Criterion

    Cluster Munition System Integration

    Defined as: Entities that integrate dispensers, canisters, fuzes, explosive submunitions, or other elements into a complete deployable cluster munition. Assembly is assessed separately when the entity performs the integration work.

  4. 04Criterion

    State-Owned or Government-Operated Production

    Defined as: State-owned enterprises, government facilities, military units, or other non-investable entities with entity-specific evidence of current cluster-munition production. State authorization, national capability, or country-level producer status alone is insufficient.

  5. 05Criterion

    Cluster-Specific Components Used in Production

    Defined as: Entities that manufacture cluster-specific components and also perform or control a documented production or integration role for operational cluster munitions. Component supply without production or integration is assessed under Cluster Munitions Components and Explosive Submunitions.

  6. 06Criterion

    Awarded Cluster Munition Production Contracts

    Defined as: Entities awarded a current contract or order that expressly requires the manufacture or supply of operational cluster munitions, explosive submunitions, or explosive bomblets. A tender, expression of interest, retained capability, or right-to-produce statement without an award or current output is insufficient for active production.

  7. 07Criterion

    Co-Producers or Production Subcontractors

    Defined as: Entities with a documented manufacturing deliverable in a joint venture, licensed-production, co-production, or subcontracted cluster-munition programme. Programme participation without an identified production output is insufficient.

  1. 01Criterion

    Generic Explosive or Ammunition Production Without Cluster-Munition Evidence

    Defined as: Entities that produce explosives, shells, bombs, rockets, missiles, or other ammunition without evidence of a treaty-defined cluster-munition product or cluster-specific end use.

  2. 02Criterion

    Component Supply Without a Production or Integration Role

    Defined as: Entities that provide generic or cluster-specific components but do not manufacture, assemble, or integrate an operational cluster munition. Dedicated component involvement is assessed under Cluster Munitions Components and Explosive Submunitions.

  3. 03Criterion

    Historical-Only Cluster Munition Production

    Defined as: Entities with verified past manufacture, production, or integration of operational cluster munitions, explosive submunitions, or explosive bomblets, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.

  4. 04Criterion

    Demilitarization or Disarmament Contractors

    Defined as: Companies engaged only in the dismantling, destruction, or decommissioning of cluster munitions under arms control treaties.

  5. 05Criterion

    Non-Production Roles Assessed Separately

    Defined as: Entities involved only in import, export, transfer, transportation, storage, use, promotion, sale, distribution, or another non-production role. Those activities are assessed under their applicable Cluster Munitions screens.

  6. 06Criterion

    R&D Entities Focused on Clearance or Risk Reduction

    Defined as: Organizations working on humanitarian mine action, explosive ordnance disposal (EOD), or submunition clearance—not production.
