    Defined as: Entities that knowingly carry, move, handle, or store in transit operational cluster munitions, explosive submunitions, explosive bomblets, or dedicated components under a product-specific transport role.

  2. 02Criterion

    Controlled Cluster Munition Logistics

    Defined as: Entities providing routing, secure handling, trans-shipment, border movement, or other controlled logistics specifically for cluster munitions, with knowledge of the cargo and operational responsibility for the movement.

  3. 03Criterion

    Corroborated Cluster Munition Transportation Evidence

    Defined as: Entities for which contracts, manifests, shipping records, government documents, sanctions or enforcement records, or authoritative investigations provide an exact legal-entity, product, transportation role, and time attribution. General reporting or list membership without shipment attribution is insufficient.

  4. 04Criterion

    Military Cargo Operators With Verified Cluster-Munition Cargo

    Defined as: Air, sea, rail, or land cargo operators with entity-specific evidence that they knowingly transported cluster munitions or explosive submunitions. Military contracts or cargo capability alone are insufficient.

  5. 05Criterion

    Transportation of Delivery Systems With an Integrated Cluster Payload

    Defined as: Entities that knowingly transport a rocket, missile, bomb, projectile, or other delivery system as cargo containing a verified operational cluster-munition payload. Movement of a generic launcher or platform is insufficient.

  6. 06Criterion

    Subcontracted Carriers With Knowing Cluster-Munition Responsibility

    Defined as: Third-party carriers subcontracted by a manufacturer, government, or transfer agent to transport identified cluster munitions, where knowledge of the cargo and responsibility for the movement are established.

    General Freight and Logistics Companies (Unverified Cargo)

    Defined as: Commercial shippers, trucking firms, or airlines with no evidence of knowingly transporting cluster munitions.

  2. 02Criterion

    Civilian Cargo Operators Without Military Contracts

    Defined as: Logistics companies that operate exclusively in non-military sectors (e.g., consumer goods, medical supply).

  3. 03Criterion

    Transport of Non-Cluster Munitions

    Defined as: Companies that move conventional weapons only (e.g., rifles, grenades, standard artillery shells), without cluster munition involvement.

  4. 04Criterion

    Deactivated or Inert Munitions Only

    Defined as: Transporters involved in moving museum pieces, replicas, or decommissioned cluster munitions for educational or historical purposes.

  5. 05Criterion

    Manufacturers and End-Users Not Involved in Transport

    Defined as: Companies that produce or purchase cluster munitions but rely on third parties for transportation, without managing logistics themselves.

  6. 06Criterion

    Courier and Postal Services

    Defined as: Standard parcel delivery or postal firms with no capacity or legal authority to move military-grade munitions.

  7. 07Criterion

    Historical-Only Cluster Munition Transportation

    Defined as: Entities with verified past knowing transportation, handling, storage in transit, or controlled logistics for operational cluster munitions, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.
