Final Assembly of Operational Cluster Munitions
Defined as: Entities that combine dispensers, canisters, explosive submunitions, explosive bomblets, fuzes, casings, or other elements into a complete deployable cluster munition.
- 02Criterion
Explosive Submunition Loading or Integration
Defined as: Entities that load or integrate explosive submunitions or explosive bomblets into bombs, projectiles, rockets, missiles, dispensers, or canisters to create an operational cluster-munition payload.
- 03Criterion
Awarded Cluster Munition Assembly Contracts
Defined as: Entities awarded a contract or order expressly requiring cluster-munition assembly or integration. A production contract without an identified assembly deliverable is insufficient for this activity.
- 04Criterion
State-Owned or Government-Operated Assembly With Verified Activity
Defined as: State-owned plants, government facilities, military units, or other non-investable entities with entity-specific evidence of assembling or integrating operational cluster munitions. Entity type or country-level capability alone is insufficient.
- 05Criterion
Assembly Operations Including Final Quality Control
Defined as: Entities that perform final inspection, testing, or quality control as an integral part of their own assembly or integration of operational cluster munitions. Inspection-only or certification-only services without assembly do not qualify.
- 06Criterion
Joint-Venture or Co-Assembly Partners
Defined as: Entities with a documented assembly or integration deliverable in a joint venture, licensed-production, co-production, or multinational cluster-munition programme. Ownership or programme participation without an assembly role is insufficient.
Excluded on this basis alone
These circumstances do not establish this activity unless separate evidence also meets an inclusion criterion.

Component or Submunition Production Without Assembly
Defined as: Entities that manufacture explosive submunitions, fuzes, casings, dispensers, or other components but do not assemble or integrate them into an operational cluster munition or operational subassembly. Component involvement is assessed separately.

R&D-Only Entities
Defined as: Companies involved in research and prototyping of cluster munitions but not involved in production or assembly processes.
- 03Criterion
Logistics and Storage Providers
Defined as: Companies that handle, store, or transport cluster munitions but do not assemble them.
- 04Criterion
Maintenance or Refurbishment Providers Only
Defined as: Companies that repair or maintain existing munitions without conducting original assembly work.
- 05Criterion
Historical-Only Cluster Munition Assembly
Defined as: Entities with verified past assembly or integration of operational cluster munitions, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.

Producers of Dual-Use Components
Defined as: Companies making generic parts (e.g., mechanical fasteners, adhesives, electronics) not uniquely designed for or assembled into cluster munitions.
