    Defined as: Entities that sell, offer for sale, quote, price, or contract to sell operational cluster munitions, explosive submunitions, explosive bomblets, or cluster-specific components to a buyer.

  2. 02Criterion

    Brokers or Dealers With a Cluster Munition Sales Role

    Defined as: Licensed arms brokers, dealers, or intermediaries that negotiate, arrange, or process a commercial sale of a cluster-munition product. Promotion, transfer, or export without a sales role is insufficient.

  3. 03Criterion

    Documented Cluster Munition Sales Contracts

    Defined as: Entities identified as seller, supplier, broker, or contracting party in a product-specific purchase agreement, sales contract, purchase order, or comparable transaction document for cluster munitions.

  4. 04Criterion

    State-Owned or Government Sellers With Verified Activity

    Defined as: State-owned enterprises, government export agencies, military sales bodies, or other non-investable entities with entity-specific evidence of an actual offer, contract, or sale of cluster munitions. Entity status or sales authority alone is insufficient.

  5. 05Criterion

    Joint, Offset, or Co-Sale Arrangements With an Actual Sales Role

    Defined as: Entities with a documented pricing, negotiation, contracting, brokerage, or seller role in an offset, joint venture, co-sale, or larger weapons package that includes cluster munitions.

  6. 06Criterion

    Corroborated Cluster Munition Sale Evidence

    Defined as: Entities for which a government record, contract, sanctions or enforcement record, treaty monitor, or authoritative investigation provides an exact legal-entity, product, sale or offer-for-sale activity, and time attribution, corroborated by a primary source or another independent authoritative source. List membership alone is insufficient.

    Producers Not Involved in Sales

    Defined as: Manufacturers who do not market or sell their products directly, and do not manage transactional processes for their munitions.

  2. 02Criterion

    Logistics or Transport Providers

    Defined as: Companies that ship or handle munitions under contract but are not involved in pricing, negotiation, or financial transactions.

  3. 03Criterion

    Non-Operational or Inert Sales

    Defined as: Dealers or collectors trading only in deactivated, inert, or demilitarized cluster munitions for historical or display purposes.

  4. 04Criterion

    Entities Selling Non-Cluster Arms Only

    Defined as: Companies that sell conventional arms with no evidence of involvement in cluster munition transactions.

  5. 05Criterion

    Media or Marketing Firms Without Sales Role

    Defined as: Entities that create promotional materials for cluster munitions but do not process or conduct actual sales.

  6. 06Criterion

    Historical-Only Cluster Munition Sale

    Defined as: Entities with verified past sale, offer for sale, or brokerage of cluster munitions, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.
