Direct Cross-Border Export of Cluster Munitions
Defined as: Entities that knowingly cause or legally control the cross-border exit of operational cluster munitions and are identified as the exporter, consignor, supplier, or responsible exporting party.
- 02Criterion
Export of Explosive Submunitions, Bomblets, or Dedicated Components
Defined as: Entities that knowingly export explosive submunitions, explosive bomblets, or components specifically designed or significantly modified for cluster munitions, where the cross-border exit and export role are established.
- 03Criterion
State-Owned or Government-Authorized Export With Verified Activity
Defined as: State-owned enterprises, government export agencies, or other non-investable entities with entity-specific evidence of an actual cluster-munition export. Export authority or country-level capability alone is insufficient.
- 04Criterion
Documented Cluster Munition Export Transactions
Defined as: Entities identified in contracts, export licences, customs records, delivery records, government disclosures, or other primary documents as exporting a specific cluster-munition product.
- 05Criterion
Corroborated Cluster Munition Export Evidence
Defined as: Entities for which an authoritative investigation, sanctions or enforcement record, treaty monitor, or other source provides an exact legal-entity, product, cross-border export activity, and time attribution, corroborated by a primary source or another independent authoritative source. List membership alone is insufficient.

Export of Delivery Systems With an Integrated Cluster Payload
Defined as: Entities that export a rocket, missile, bomb, projectile, or other delivery system as a package containing or configured with a verified operational cluster-munition payload. Export of a generic platform or cluster-capable launcher without the payload is insufficient.

These circumstances do not establish this activity unless separate evidence also meets an inclusion criterion.
- 01Criterion
Exporters of Conventional Weapons Only
Defined as: Companies involved in international arms exports that do not include cluster munitions or their specific subcomponents.
- 02Criterion
Historical-Only Cluster Munition Export
Defined as: Entities with verified past export of operational cluster munitions, explosive submunitions, explosive bomblets, or dedicated components, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.
- 03Criterion
Logistics or Shipping Companies (Non-Affiliated)
Defined as: Freight forwarders, airlines, or transport services with no control over or affiliation with the cargo’s military nature or end-use.
- 04Criterion
Exporters of Inert or Demilitarized Munitions
Defined as: Companies exporting decommissioned or inert cluster munitions for museum, training, or non-operational display purposes.
- 05Criterion
General Aerospace/Defense Exporters (Non-Cluster Focused)
Defined as: Companies that export military goods but without evidence of cluster munitions or related delivery system payloads.
- 06Criterion
Exporters of Generic Components
Defined as: Entities exporting parts (e.g., electronics, casings, metals) with potential dual-use applications, but with no direct cluster munition integration or marketing.
