Identifies entities that knowingly allocate, fulfil, route, supply, or deliver operational cluster munitions, explosive submunitions, explosive bomblets, or cluster-specific components through a military or commercial supply chain with control over recipients or destination. Transportation without allocation or fulfilment control, and sale without a distribution role, do not by themselves establish distribution.

    Defined as: Entities that knowingly allocate, fulfil, supply, route, or deliver cluster munitions from a manufacturer, seller, or stockpile to an identified military or government recipient and exercise control over recipient or destination.

  2. 02Criterion

    Authorized Cluster Munition Distributors

    Defined as: Licensed arms distributors or wholesalers with a documented distribution mandate and actual cluster-munition distribution activity. General authorization or portfolio capability alone is insufficient.

  3. 03Criterion

    Military Supply-Chain Management With Cluster-Munition Control

    Defined as: Entities contracted to manage fulfilment, inventory release, allocation, routing, or supply hubs that include identified cluster munitions and that exercise control over recipients or destinations.

  4. 04Criterion

    Last-Mile Cluster Munition Fulfilment or Handover

    Defined as: Entities that knowingly manage last-mile allocation, fulfilment, handover, or delivery of operational cluster munitions, explosive submunitions, explosive bomblets, or dedicated components to military or government end-users.

  5. 05Criterion

    Regional or Multinational Distribution With an Identified Role

    Defined as: Entities with a documented distribution, allocation, fulfilment, or supply-chain role in a government-to-government, allied, or multinational cluster-munition arrangement. Participation in the arrangement without a distribution role is insufficient.

  6. 06Criterion

    Corroborated Cluster Munition Distribution Evidence

    Defined as: Entities for which official records, contracts, supply documents, sanctions or enforcement records, treaty monitors, or authoritative investigations provide an exact legal-entity, product, distribution role, and time attribution, corroborated by a primary source or another independent authoritative source. List membership alone is insufficient.

    Producers Without Distribution Role

    Defined as: Companies that manufacture cluster munitions but outsource or delegate distribution to third parties and do not control downstream logistics.

  2. 02Criterion

    Retail or Civilian Distributors (Non-Military)

    Defined as: Commercial distribution companies without weapons licenses or roles in military logistics.

  3. 03Criterion

    Transportation Without Distribution or Allocation Control

    Defined as: Entities that knowingly transport cluster munitions but do not select recipients, allocate inventory, fulfil an order, control destination, or otherwise manage distribution. Transportation is assessed separately.

  4. 04Criterion

    Distributors of Conventional Munitions Only

    Defined as: Entities that handle artillery shells, missiles, or bombs not configured for submunition deployment.

  5. 05Criterion

    Demilitarized or Inert Munitions Handlers

    Defined as: Companies that distribute non-functional cluster munitions for educational or museum use only.

  6. 06Criterion

    Historical-Only Cluster Munition Distribution

    Defined as: Entities with verified past distribution, allocation, fulfilment, or controlled delivery of cluster munitions, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.
