    Defined as: Companies and other entities that conduct research, development, engineering, testing, or design work for a laser weapon with a verified permanent-blinding anti-personnel function.

  3. 03Criterion

    Assembly, Integration, or Material Modification of Prohibited Blinding Laser Weapons

    Defined as: Companies and other entities that assemble, integrate, or materially modify a laser system into a weapon whose sole or one combat function is to cause permanent blindness to unenhanced vision.

  4. 04Criterion

    Sale, Supply, or Contracted Delivery of Prohibited Blinding Laser Weapons

    Defined as: Companies and other entities that sell, supply, broker, or deliver a prohibited blinding laser weapon under a product-specific military or government contract.

  5. 05Criterion

    Export, Transfer, or Distribution of Prohibited Blinding Laser Weapons

    Defined as: Companies and other entities that export, transfer, or distribute a prohibited blinding laser weapon where the exact product, entity, and transaction role are established.

  6. 06Criterion

    Corroborated Official or Monitoring Evidence of Prohibited Blinding Laser Involvement

    Defined as: Companies and other entities for which an official finding, treaty-monitoring record, sanction, or reputable specialist report identifies the exact entity, product, and prohibited activity and the claim is supported by underlying or independent activity-specific evidence. List membership alone is insufficient.

    Rangefinding, Target Designation, Communications, and Guidance Lasers

    Defined as: Companies and other entities whose laser systems are designed for rangefinding, target designation, communications, guidance, or comparable functions and are not specifically designed to cause permanent blindness to unenhanced vision.

  2. 02Criterion

    Medical, Industrial, Scientific, and Telecommunications Lasers

    Defined as: Companies and other entities that produce lasers for medical, industrial, scientific, manufacturing, telecommunications, or other civilian applications without a prohibited anti-personnel weapon design.

  3. 03Criterion

    Temporary Dazzling and Visual Warning Systems

    Defined as: Companies and other entities that produce laser dazzlers, visual warning devices, or temporary disorientation systems not specifically designed to cause permanent blindness.

  4. 04Criterion

    Sensor-Targeting or Optical-Disruption Systems Without a Permanent-Blinding Design

    Defined as: Companies and other entities that develop systems intended to disrupt cameras, optical sensors, or other enhanced vision equipment without a verified design to cause permanent blindness to unenhanced human vision.

  5. 05Criterion

    Research or Testing Without a Prohibited Anti-Personnel Design

    Defined as: Universities, laboratories, and companies conducting laser research, safety testing, protective research, or general directed-energy work without a verified prohibited permanent-blinding weapon function.

  6. 06Criterion

    Historical-Only Blinding Laser Weapons Involvement

    Defined as: Entities with verified past development, production, assembly, sale, supply, transfer, or programme involvement in prohibited blinding laser weapons, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.
