Defined as: Companies and other entities that design, manufacture, or produce a weapon whose primary effect is to injure persons by fragments that cannot be detected in the human body by X-rays.
02Criterion
Munitions or Warheads with a Prohibited Primary Fragmentation Effect
Defined as: Companies and other entities that develop, produce, assemble, or integrate a munition, warhead, explosive device, or payload whose primary injury effect is caused by X-ray-undetectable fragments.
03Criterion
Dedicated X-Ray-Undetectable Fragments or Fragmentation Components
Defined as: Companies and other entities that produce fragments, fragmentation matrices, payloads, or other components specifically designed and directly integrated to create the prohibited primary injury effect.
04Criterion
Corroborated Official or Legal Findings of Non-Detectable Fragment Weapon Involvement
Defined as: Companies and other entities for which an official investigation, legal finding, treaty record, or reputable specialist source identifies the exact entity, weapon, and prohibited primary fragmentation effect, supported by underlying or independent evidence. List membership alone is insufficient.
05Criterion
Sale, Supply, Transfer, Export, or Operational Use of Non-Detectable Fragment Weapons
Defined as: Companies and other entities that sell, supply, broker, transfer, export, distribute, or operationally use a weapon whose prohibited primary effect is established.

Conventional Weapons with X-Ray-Detectable Fragments
Defined as: Companies and other entities that produce munitions using fragments that can be detected in the human body by X-rays.
02Criterion
Frangible Ammunition Without a Prohibited Fragmentation Effect
Defined as: Companies and other entities that produce frangible ammunition designed to disintegrate, reduce ricochet, or limit over-penetration without creating injury-causing X-ray-undetectable fragments as the weapon's primary effect.
03Criterion
Advanced Materials for Non-Weapon or Non-Fragmentation Purposes
Defined as: Companies and other entities that produce polymers, ceramics, composites, glass, adhesives, or other advanced materials without an identified prohibited fragmentation-weapon application.
04Criterion
Generic Components Without Intentional Integration into a Prohibited Weapon
Defined as: Companies and other entities that produce raw materials, casings, binders, adhesives, or other generic components without evidence of intentional integration into a weapon with the prohibited primary effect.
05Criterion
Non-Fragmenting, Non-Injury, Non-Lethal, or Compliance-Verified Products
Defined as: Companies and other entities that produce non-fragmenting devices, non-injury particles, compliant military products, flashbangs, tear-gas devices, training aids, or other products that do not have the prohibited primary injury effect.
06Criterion
Historical-Only Non-Detectable Fragment Weapon Involvement
Defined as: Entities with verified past development, production, assembly, sale, supply, transfer, or programme involvement in weapons whose primary effect is injury by fragments not detectable in the human body by X-rays, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.
