Defined as: Armed security or private defense firms documented to have deployed anti-personnel mines in conflict zones on behalf of clients or governments.
- 03Criterion
Entities Operating Mine-Laying Systems (Manual or Mechanical)
Defined as: Firms or units using manual placement or mechanical dispensers to emplace anti-personnel mines in fields, borders, or transit zones.
- 04Criterion
Use During Training or Non-Compliant Military Exercises
Defined as: Companies or contractors using operational anti-personnel mines in military training contexts, in violation of treaty terms.
- 05Criterion
Corroborated Use Evidence From Authoritative Investigations
Defined as: Entities for which an NGO, treaty monitor, UN body, government record, sanctions or enforcement record, or other authoritative investigation provides an exact legal-entity, product, operational use, and time attribution concerning treaty-defined anti-personnel mines, and the assertion is corroborated by a primary source or another independent authoritative source. List membership or a combined controversial-weapons list alone is insufficient.

Entities Using Mines Through Proxies
Defined as: Companies that instruct, direct, or enable third parties to use anti-personnel mines, including through indirect command, leasing, or logistical support.
- 07Criterion
State Armed Forces or Government Units With Verified Operational Use
Defined as: State armed forces, government units, or other non-investable entities for which entity-specific evidence establishes deployment, placement, activation, direction, or other operational use of anti-personnel mines. Entity type and investability are recorded separately from the factual activity.

These circumstances do not establish this activity unless separate evidence also meets an inclusion criterion.
- 01Criterion
Use of Anti-Vehicle or Command-Only Devices Without a Victim-Activated Mode
Defined as: Entities that use only anti-vehicle mines or command-detonated explosive devices that require deliberate human activation and have no available mode triggered by the presence, proximity, or contact of a person. Sensor technology, remote delivery, self-destruction, self-neutralization, or self-deactivation does not by itself place a victim-activated mine outside the treaty definition.

Simulated or Inert Use in Training Scenarios
Defined as: Organizations using non-functional, replica, or demilitarized mines for training, display, or safety education.
- 03Criterion
Demining Organizations
Defined as: Humanitarian or military contractors using mines for controlled detonation as part of demining or mine-clearing exercises.
- 04Criterion
Historical-Only Use
Defined as: Entities with verified past deployment, placement, activation, or direction of the use of operational anti-personnel mines or the applicable outside-definition devices, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.

Defined as: Companies that build, operate, or train others in using mine detection or neutralization tools.
