Defined as: Entities that knowingly carry or move operational anti-personnel mines between locations, including domestic movement, cross-border carriage, movement to storage, or movement to a deployment area.
- 02Criterion
Specialized Logistics for Anti-Personnel-Mine Transportation
Defined as: Entities contracted to provide controlled freight, secure conveyance, armoured transport, or other specialized physical-movement services for operational anti-personnel mines.
- 03Criterion
Shipping Records Establishing a Transportation Role
Defined as: Entities identified in government, military, customs, carrier, or shipping records as physically carrying or handling a specific anti-personnel-mine shipment. A sale, transfer, or procurement record without a transportation role is insufficient.
- 04Criterion
Licensed Carriers Knowingly Transporting Anti-Personnel Mines
Defined as: Licensed freight forwarders, bonded couriers, carriers, or handlers that knowingly physically move operational anti-personnel mines under controlled arms-shipment procedures.
- 05Criterion
Deployment Logistics Involving Physical Mine Movement
Defined as: Private military or logistics contractors that knowingly physically move anti-personnel mines to or within a deployment area. General combat logistics without mine-specific carriage is insufficient.
- 06Criterion
Corroborated Transportation Evidence From Authoritative Investigations
Defined as: Entities for which an NGO, treaty monitor, UN body, government record, sanctions or enforcement record, or other authoritative investigation provides an exact legal-entity, product, transportation, and time attribution concerning treaty-defined anti-personnel mines, and the assertion is corroborated by a primary source or another independent authoritative source. List membership or a combined controversial-weapons list alone is insufficient.

These circumstances do not establish this activity unless separate evidence also meets an inclusion criterion.
- 01Criterion
Transportation of Anti-Vehicle or Command-Only Devices Without a Victim-Activated Mode
Defined as: Entities that transport only anti-vehicle mines or command-detonated explosive devices that require deliberate human activation and have no available mode triggered by the presence, proximity, or contact of a person. Sensor technology, remote delivery, self-destruction, self-neutralization, or self-deactivation does not by itself place a victim-activated mine outside the treaty definition.
- 02Criterion
Shipping of Inert or Deactivated Mines
Defined as: Firms moving display-only, demilitarized, or training-purpose landmines that pose no operational threat.
- 03Criterion
Generic Freight or Courier Services (Unaware Cargo)
Defined as: Logistics companies that transport containers but have no knowledge or control over the presence of anti-personnel mines inside.
- 04Criterion
Humanitarian Mine Action Organizations
Defined as: NGOs or contractors involved in the movement of recovered anti-personnel mines strictly for destruction or forensic analysis under disarmament programs.
- 05Criterion
Historical-Only Transportation
Defined as: Entities with verified past transportation or controlled logistics for operational anti-personnel mines or the applicable outside-definition devices, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.

Transport of General Explosives Without Mine Designation
Defined as: Entities shipping explosive materials or components not specifically linked to anti-personnel mine systems.
