Defined as: Companies that combine explosive charges, triggering mechanisms (e.g., pressure plates, tripwires), and casings into operational anti-personnel mines.
02Criterion
Final Integrators for Military or Export Contracts
Defined as: Companies responsible for final-stage mine assembly for domestic deployment or international sale, even if components are made elsewhere.
03Criterion
Contract Manufacturers Producing Operational Mines
Defined as: Subcontractors hired to perform assembly work on behalf of governments or defense contractors, with evidence of victim-activated landmine assembly.
04Criterion
State-Owned or Government-Operated Anti-Personnel-Mine Assembly
Defined as: State-owned companies, government facilities, military production units, contractors, or other entities that manage, staff, or control assembly lines integrating components into operational anti-personnel mines. Entity type and investability are recorded separately from the factual activity.
05Criterion
Component Integrators (Human-Triggered Mines)
Defined as: Companies that combine victim-activated fuzes, fragmentation materials, or bounding mechanisms into explosive devices for field use.
06Criterion
Corroborated Assembly Evidence From Authoritative Monitors
Defined as: Entities for which an NGO, treaty monitor, UN body, government record, sanctions or enforcement record, or other authoritative investigation provides an exact legal-entity, product, assembly, and time attribution concerning treaty-defined anti-personnel mines, and the assertion is corroborated by a primary source or another independent authoritative source. List membership or a combined controversial-weapons list alone is insufficient.

01Criterion
Assembly of Anti-Vehicle or Command-Only Devices Without a Victim-Activated Mode
Defined as: Entities that assemble only anti-vehicle mines or command-detonated explosive devices that require deliberate human activation and have no available mode triggered by the presence, proximity, or contact of a person. Sensor technology, remote delivery, self-destruction, self-neutralization, or self-deactivation does not by itself place a victim-activated mine outside the treaty definition.
02Criterion
Component Manufacturers Not Involved in Assembly
Defined as: Companies that manufacture mine parts (e.g., fuzes, shells, electronics) without participating in final mine integration or assembly.
03Criterion
Demining and Disposal Firms
Defined as: Organizations that dismantle, deactivate, or destroy landmines under humanitarian or treaty-compliance programs.
04Criterion
Training or Display Device Assemblers
Defined as: Entities assembling inert or non-functional replica mines for education, simulation, or museum use.
05Criterion
Manufacturers Without Assembly Operations
Defined as: Companies that design or sell mine parts but outsource all assembly and do not control or manage integration.
06Criterion
Historical-Only Assembly
Defined as: Entities with verified past assembly of operational anti-personnel mines or the applicable outside-definition devices, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.
