Direct Acquisition of Operational Anti-Personnel Mines
Defined as: Entities that purchase, receive, accept, or otherwise obtain ownership, possession, custody, or control of operational anti-personnel mines for military, security, reserve, resale, transfer, or other non-humanitarian purposes.
02Criterion
Formal Anti-Personnel-Mine Procurement Processes
Defined as: Entities with buyer-side authority that issue or manage a product-specific request for information, market consultation, solicitation, tender, purchase order, contract award, or other formal procurement process for operational anti-personnel mines.
03Criterion
Procurement Agents or Contractors With Buyer-Side Authority
Defined as: Entities authorized to define requirements, evaluate suppliers, negotiate, place orders, accept delivery, or otherwise act for the buyer in acquiring operational anti-personnel mines. General advisers without acquisition authority are excluded.
04Criterion
Receipt Through State-to-State or Other Non-Commercial Transfer
Defined as: Entities that acquire ownership, possession, custody, or control of operational anti-personnel mines through a documented state-to-state grant, military assistance transfer, donation, exchange, or other non-commercial handoff.
05Criterion
Acquisition of Dedicated Mine Kits or Components for Operational Assembly
Defined as: Entities that procure or acquire mine kits, fuzes, triggers, pressure plates, explosive assemblies, or other components specifically designed or materially modified for assembly into operational anti-personnel mines, where the intended end use is established.
06Criterion
Corroborated Acquisition or Procurement Evidence
Defined as: Entities for which official procurement records, government documents, sanctions or enforcement records, treaty monitors, or other authoritative sources provide an exact entity, product, buyer-side acquisition or procurement activity, and time attribution. A broad list or country-level statement alone is insufficient.

01Criterion
Historical-Only Acquisition or Procurement
Defined as: Entities with verified past acquisition or buyer-side procurement of operational anti-personnel mines, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.
02Criterion
Policy Discussion or Capability Study Without a Formal Procurement Process
Defined as: Entities involved only in general policy discussion, capability planning, feasibility analysis, or expressions of future interest without a product-specific procurement process, order, receipt, or buyer-side acquisition action.
03Criterion
Supplier, Seller, Bidder, Exporter, or Distributor Without Buyer-Side Authority
Defined as: Entities acting only as a potential or actual supplier, seller, bidder, exporter, transferor, transporter, or distributor and that do not authorize, manage, execute, or accept the buyer-side acquisition. Their seller-side activities are assessed under the applicable separate screens.
04Criterion
Generic Financial, Legal, Administrative, Advisory, or Logistics Services
Defined as: Entities providing financing, legal advice, administration, market research, general consulting, customs, freight, warehousing, or other support without authority to select suppliers, commit the buyer, place an order, accept delivery, or obtain ownership or control.
05Criterion
Permitted Acquisition or Possession for Detection, Clearance, Destruction, Evidence, or Deactivated Devices
Defined as: Entities acquiring or possessing the minimum necessary number of mines solely for permitted detection, clearance, destruction, authorized technical training, legal evidence, or fully deactivated-device purposes, with no operational procurement role.
06Criterion
Acquisition of Anti-Vehicle or Command-Only Devices Without a Victim-Activated Mode
Defined as: Entities acquiring only anti-vehicle mines or command-detonated explosive devices that require deliberate human activation and have no available mode triggered by the presence, proximity, or contact of a person. These products are outside the treaty-defined acquisition screen.
