Military or Defense Contractors Performing Lifecycle Maintenance
Defined as: Firms under contract to inspect, maintain, or recondition stored or deployed anti-personnel mines for continued usability.
03Criterion
Reconditioning Services for Aged Stockpiles
Defined as: Companies hired to restore functionality to older or degraded anti-personnel mines held in military inventories.
04Criterion
Mine Refurbishment Facilities or Workshops
Defined as: Government or private facilities specifically tasked with performing repairs or upgrades to existing mines.
05Criterion
Corroborated Repair Evidence From Authoritative Investigations
Defined as: Entities for which an NGO, treaty monitor, UN body, government record, sanctions or enforcement record, or other authoritative investigation provides an exact legal-entity, product, repair or refurbishment, and time attribution concerning treaty-defined anti-personnel mines, and the assertion is corroborated by a primary source or another independent authoritative source. List membership or a combined controversial-weapons list alone is insufficient.

Suppliers of Replacement Parts Specifically for Anti-Personnel Mines
Defined as: Companies providing spare parts or upgrade kits explicitly marketed or documented for use in victim-activated anti-personnel mines.

01Criterion
Repair of Anti-Vehicle or Command-Only Devices Without a Victim-Activated Mode
Defined as: Entities that repair only anti-vehicle mines or command-detonated explosive devices that require deliberate human activation and have no available mode triggered by the presence, proximity, or contact of a person. Sensor technology, remote delivery, self-destruction, self-neutralization, or self-deactivation does not by itself place a victim-activated mine outside the treaty definition.
02Criterion
Disarmament or Demilitarization Contractors
Defined as: Entities repairing or stabilizing mines only for safe disposal, deactivation, or humanitarian clearance, not continued use.
03Criterion
Training Device Maintenance
Defined as: Repair services for inert or simulation mines used in military education or humanitarian demining exercises.
04Criterion
Manufacturers Without Involvement in Maintenance
Defined as: Companies that produce or assemble mines but are not involved in their maintenance or restoration.
05Criterion
Component Repair Providers (Generic Use)
Defined as: Firms repairing general electronics, explosives, or casings with no confirmed application in human activated anti-personnel mines.
06Criterion
Historical-Only Repair
Defined as: Entities with verified past repair, maintenance, or refurbishment of operational anti-personnel mines or the applicable outside-definition devices, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.
