A sale, transfer, or transportation event does not by itself establish export unless the cross-border exit and the entity’s export role are established.

    Direct Cross-Border Export of Anti-Personnel Mines

    Defined as: Entities that knowingly cause or legally control the exit of operational anti-personnel mines from a country and are identified as the exporter, consignor, or responsible exporting party.

  2. 02Criterion

    Export Brokers or Dealers With Export Responsibility

    Defined as: Licensed intermediaries that arrange the cross-border exit, export authorization, or shipment of operational anti-personnel mines. Brokering a sale or transfer without an export role is insufficient.

  3. 03Criterion

    Corroborated Export Evidence From Official Records or Authoritative Monitors

    Defined as: Entities for which an NGO, treaty monitor, UN body, government record, sanctions or enforcement record, or other authoritative investigation provides an exact legal-entity, product, export, and time attribution concerning treaty-defined anti-personnel mines, and the assertion is corroborated by a primary source or another independent authoritative source. List membership or a combined controversial-weapons list alone is insufficient.

  4. 04Criterion

    Export of Dedicated Anti-Personnel-Mine Components

    Defined as: Entities that knowingly cause, arrange, or legally control the cross-border exit of fuzes, triggers, explosive charges, mine kits, or other components specifically designed or materially modified for integration into operational anti-personnel mines in another country.

  5. 05Criterion

    Contracts Requiring Cross-Border Export of Anti-Personnel Mines

    Defined as: Entities party to defence contracts or arms agreements that expressly require the cross-border exit of operational anti-personnel mines or dedicated assemblies from the exporting country.

  6. 06Criterion

    Corroborated Export-Violation Evidence

    Defined as: Entities for which an NGO, treaty monitor, UN body, government record, sanctions or enforcement record, or other authoritative investigation provides an exact legal-entity, product, export violation, and time attribution concerning treaty-defined anti-personnel mines, and the assertion is corroborated by a primary source or another independent authoritative source. List membership or a combined controversial-weapons list alone is insufficient.

  1. 01Criterion

    Export of Anti-Vehicle or Command-Only Devices Without a Victim-Activated Mode

    Defined as: Entities that export only anti-vehicle mines or command-detonated explosive devices that require deliberate human activation and have no available mode triggered by the presence, proximity, or contact of a person. Sensor technology, remote delivery, self-destruction, self-neutralization, or self-deactivation does not by itself place a victim-activated mine outside the treaty definition.

  2. 02Criterion

    Exporters of Deactivated or Inert Mines

    Defined as: Companies exporting training or display mines that are fully inert and non-operational.

  3. 03Criterion

    Exporters of Demining Technology or Training Devices

    Defined as: Entities that export mine clearance tools, robotic systems, or non-lethal educational simulators.

  4. 04Criterion

    General Freight Forwarders and Shipping Companies

    Defined as: Transport companies that move goods internationally but do not manage, own, or control the munitions being exported.

  5. 05Criterion

    Exporters of General Components (Not Mine-Specific)

    Defined as: Companies that export electronics, metal housings, or similar parts without evidence of intended use in anti-personnel mines.

  6. 06Criterion

    Historical-Only Export

    Defined as: Entities with verified past export of operational anti-personnel mines or the applicable outside-definition devices, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.
