Defined as: Entities that knowingly allocate, fulfil, route, supply, or deliver operational anti-personnel mines to identified recipients through a military or commercial supply chain and control the destination or recipient.
02Criterion
Authorized Anti-Personnel-Mine Distributors
Defined as: Entities holding a distribution appointment, fulfilment contract, or supply-chain mandate for operational anti-personnel mines and controlling allocation to customers or end users.
03Criterion
Subsidiaries With a Direct Mine-Distribution Role
Defined as: Subsidiaries or controlled affiliates that directly manage allocation, fulfilment, routing, or delivery of operational anti-personnel mines. A parent or sister company does not inherit the activity without separate attribution evidence.
04Criterion
Distribution Through Multinational Arms Supply Chains
Defined as: Entities that knowingly coordinate allocation, fulfilment, or delivery of operational anti-personnel mines between manufacturers, sellers, governments, armed forces, or end users. Mere physical carriage is transportation.
05Criterion
Logistics Providers Controlling Recipient or Destination Allocation
Defined as: Entities that knowingly determine or control the recipient, destination, release, or fulfilment of anti-personnel-mine inventory. Logistics without allocation control is not distribution.
06Criterion
Corroborated Distribution Evidence From Authoritative Investigations
Defined as: Entities for which an NGO, treaty monitor, UN body, government record, sanctions or enforcement record, or other authoritative investigation provides an exact legal-entity, product, distribution, and time attribution concerning treaty-defined anti-personnel mines, and the assertion is corroborated by a primary source or another independent authoritative source. List membership or a combined controversial-weapons list alone is insufficient.

01Criterion
Distribution of Anti-Vehicle or Command-Only Devices Without a Victim-Activated Mode
Defined as: Entities that distribute only anti-vehicle mines or command-detonated explosive devices that require deliberate human activation and have no available mode triggered by the presence, proximity, or contact of a person. Sensor technology, remote delivery, self-destruction, self-neutralization, or self-deactivation does not by itself place a victim-activated mine outside the treaty definition.
02Criterion
Logistics Companies Without Knowledge or Control
Defined as: Freight handlers, customs brokers, or third-party logistics firms that do not know the content of sealed cargo or do not control routing or allocation.
03Criterion
Distribution of Inert or Training Mines
Defined as: Companies involved only in the distribution of demilitarized, replica, or training-purpose landmines with no operational functionality.
04Criterion
Suppliers of General Components
Defined as: Firms that distribute parts (e.g., sensors, fuzes, casings) without integration into full anti-personnel mine systems.
05Criterion
Historical-Only Distribution
Defined as: Entities with verified past distribution or controlled allocation of operational anti-personnel mines or the applicable outside-definition devices, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.
06Criterion
Organizations Involved in Destruction or Return
Defined as: Humanitarian or military entities involved in the reverse distribution or transfer of recovered mines for destruction or disarmament, not deployment.
