Defined as: Companies that design, produce, or assemble anti-personnel mines, including blast, bounding, or fragmentation variants triggered by a person’s presence.
02Criterion
Production of Dedicated Anti-Personnel-Mine Components
Defined as: Entities that manufacture triggering mechanisms, fuzes, pressure plates, tripwires, sensors, casings, explosive assemblies, or other components specifically designed or materially modified for operational anti-personnel mines, where the mine-specific end use is established. Generic or dual-use components without such evidence remain excluded.
03Criterion
State-Owned or Contracted Mine Manufacturers
Defined as: Government-affiliated or contracted companies engaged in the production of anti-personnel mines for national stockpiles.
04Criterion
Co-Producers or Assembly Partners in International Mine Programs
Defined as: Companies participating in joint ventures or multinational production of anti-personnel mines.
05Criterion
Corroborated Production Evidence From Authoritative Monitors
Defined as: Entities for which an NGO, treaty monitor, UN body, government record, sanctions or enforcement record, or other authoritative investigation provides an exact legal-entity, product, production, and time attribution concerning treaty-defined anti-personnel mines, and the assertion is corroborated by a primary source or another independent authoritative source. List membership or a combined controversial-weapons list alone is insufficient.
06Criterion
Production of Anti-Personnel-Mine Kits or Near-Complete Assemblies
Defined as: Entities that manufacture mine kits or near-complete assemblies specifically intended to be completed as operational anti-personnel mines. Supply, export, or sale is assessed separately and is not inferred solely from production.

01Criterion
Producers of Anti-Vehicle or Anti-Tank Mines Only
Defined as: Companies that manufacture only mines triggered by vehicles or heavy pressure, not designed to detonate from human contact.
02Criterion
Command-Only or Anti-Vehicle Mine Production
Defined as: Entities that produce only anti-vehicle mines or command-detonated explosive devices that require deliberate human activation and have no available mode triggered by the presence, proximity, or contact of a person. Sensor technology, remote delivery, self-destruction, self-neutralization, or self-deactivation does not by itself place a victim-activated mine outside the treaty definition.
03Criterion
Manufacturers of Non-Explosive Training Mines
Defined as: Companies producing inert or simulated mines used for training, demining education, or non-operational purposes.
04Criterion
Demining or Clearance Equipment Providers
Defined as: Entities involved in mine detection, removal, and destruction—not in mine production.
05Criterion
Historical-Only Production
Defined as: Entities with verified past production or manufacture of operational anti-personnel mines or the applicable outside-definition devices, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.
06Criterion
Producers of Dual-Use Components (Unverified Use)
Defined as: Companies that produce materials like casings or electronics without evidence of use in anti-personnel mines.
07Criterion
R&D Entities Without Production Output
Defined as: Research institutions that may study landmine technology for clearance, forensic, or policy purposes—not manufacturing or distributing weapons.
