Operators of Facilities Holding Operational Anti-Personnel Mines
Defined as: Entities that operate warehouses, depots, bunkers, magazines, or other facilities and knowingly store, possess, retain, stockpile, or exercise custody or control over operational anti-personnel mines.
02Criterion
Contractors Managing Anti-Personnel-Mine Stockpiles
Defined as: Entities contracted to manage inventory, custody, rotation, inspection, accounting, retention, or stockpile control for operational anti-personnel mines on behalf of a government, armed force, or other owner.
03Criterion
Corroborated Stockpiling or Possession Evidence From Authoritative Monitors
Defined as: Entities for which an NGO, treaty monitor, UN body, government record, sanctions or enforcement record, or other authoritative investigation provides an exact legal-entity, product, stockpiling, possession, or retention, and time attribution concerning treaty-defined anti-personnel mines, and the assertion is corroborated by a primary source or another independent authoritative source. List membership or a combined controversial-weapons list alone is insufficient.
04Criterion
Third-Party Retention or Possession for Operational Purposes
Defined as: Entities that knowingly retain, possess, or hold operational anti-personnel mines for another party, future deployment, resale, transfer, reserve inventory, or other non-humanitarian operational purposes.
05Criterion
Security, Logistics, or Facility Operators With Confirmed Stockpile Custody
Defined as: Entities that knowingly exercise physical custody, inventory control, access control, or operational management over anti-personnel-mine stockpiles, rather than merely providing generic premises or services.

01Criterion
Stockpiling of Anti-Vehicle or Command-Only Devices Without a Victim-Activated Mode
Defined as: Entities that store, possess, retain, or stockpile only anti-vehicle mines or command-detonated explosive devices that require deliberate human activation and have no available mode triggered by the presence, proximity, or contact of a person.
02Criterion
Possession of Inert, Demilitarized, or Fully Deactivated Devices
Defined as: Entities holding replicas, training devices, demilitarized mines, or devices rendered incapable of operational restoration, where no operational anti-personnel mines are possessed or retained.
03Criterion
Permitted Temporary Custody or Retention for Detection, Clearance, Destruction, or Evidence
Defined as: Entities holding the minimum necessary number of anti-personnel mines, or temporarily possessing recovered mines, solely for detection, clearance, destruction, technical training, legal evidence, or other permitted humanitarian purposes, with no operational stockpile role.
04Criterion
Premises or Logistics Providers Without Knowing Custody or Control
Defined as: Property owners, freight handlers, storage providers, or other service providers that do not know the contents, control access or inventory, or exercise custody over operational anti-personnel mines.
05Criterion
Manufacturers Without Stockpile, Possession, or Retention Responsibility
Defined as: Entities that manufacture anti-personnel mines but do not own, possess, retain, stockpile, store, manage, or exercise custody or control over an operational inventory.
06Criterion
Historical-Only Stockpiling, Storage, Possession or Retention
Defined as: Entities with verified past stockpiling, storage, possession, retention, or control of operational anti-personnel mines or the applicable outside-definition devices, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.
