Defined as: Companies arranging or supporting the transfer, handoff, export, import, reallocation, or trans-shipment of nuclear weapons, nuclear-specific delivery systems, or key components between parties.

Promotion or Marketing of Nuclear-Specific Weapon Systems
Defined as: Companies that market, advertise, showcase, promote, or prepare sales material for nuclear weapons, nuclear-specific delivery systems, or key nuclear-weapons components.

Multi-Weapon Sales Including Nuclear-Specific Systems
Defined as: Companies involved in broader military sales packages where nuclear-specific delivery systems, nuclear warheads, or key nuclear-weapons components are a documented part of the transaction.

Defined as: Companies selling civilian nuclear reactors, reactor fuel, civilian enrichment services, medical isotopes, radiation equipment, or nuclear power technology without a weapons-specific nexus.

Neutral Media, Research, or Advocacy
Defined as: Media outlets, academics, NGOs, analysts, or researchers discussing nuclear weapons without commercial promotion, sale, brokering, or distribution intent.
- 04Criterion
Generic Marketing or Advertising Firms Without Control
Defined as: Marketing, advertising, event, or communications firms producing general material under contract without controlling or endorsing nuclear-specific weapons promotion.
- 05Criterion
Historic Sales With Verified Disengagement
Defined as: Companies that previously sold, transferred, or promoted nuclear-specific systems but have ceased the activity and have no current or ongoing role within the defined lookback period.
