Defined as: Companies that develop, produce, integrate, operate, or materially support command-and-control systems specifically designed or materially modified for nuclear weapons operations.

Nuclear Launch-Control or Fire-Control Providers
Defined as: Companies providing launch-control, fire-control, targeting, arming-control, mission-planning, or weapon-control systems specifically for nuclear missile systems or nuclear-armed delivery platforms.
- 03Criterion
Strategic Nuclear Communications Providers
Defined as: Companies providing dedicated strategic communications, very-low-frequency communications, airborne command-post systems, or other communications systems designed for nuclear-force command and control.
- 04Criterion
Nuclear Early-Warning and Decision-Support Systems
Defined as: Companies developing or materially supporting nuclear-specific early-warning, sensor-fusion, decision-support, or alerting systems used in nuclear command chains.
- 05Criterion
NC3 Software, Hardware, Integration, or Sustainment Contractors
Defined as: Companies that provide software, hardware, cybersecurity, integration, modernization, or sustainment for systems explicitly identified as nuclear command, control, or communications.
Excluded on this basis alone
These circumstances do not establish this activity unless separate evidence also meets an inclusion criterion.

Conventional C4ISR Systems Only
Defined as: Companies providing command, control, communications, computers, intelligence, surveillance, or reconnaissance systems with no documented nuclear-weapons-specific role.
- 02Criterion
General Telecommunications or IT Providers
Defined as: Companies providing ordinary telecom, cloud, networks, enterprise IT, satellites, data processing, or cybersecurity without a dedicated nuclear command-and-control nexus.
- 03Criterion
Cyber Defense Without Nuclear Command-and-Control Scope
Defined as: Companies securing military networks or infrastructure generally, without evidence that the work supports nuclear command, control, launch, targeting, or communications systems.
- 04Criterion
Training or Operational Readiness Simulators
Defined as: Companies providing nuclear-command training, exercises, readiness simulations, or education only. This excluded screen category is not being created per user instruction.
- 05Criterion
Dual-Use Electronics Without Nuclear Modification
Defined as: Companies supplying electronics, software, sensors, communications gear, or data systems that are not documented as developed, modified, or supplied for nuclear command-and-control use.
