Defined as: Entities identified by government sanctions, export-control actions, or enforcement records as supporting nuclear weapons, nuclear-warhead, or nuclear-capable missile procurement.
03Criterion
Supply-Chain Intermediaries With Nuclear End-Use Knowledge
Defined as: Companies that supply or route items with knowledge, documentation, or reasonable evidence that the end use is a nuclear-weapons programme or nuclear-specific delivery system.
04Criterion
Controlled Goods and Technology Suppliers for Nuclear Weapons
Defined as: Companies supplying controlled equipment, components, software, machinery, materials, or technology specifically required for nuclear weapons or nuclear-specific delivery systems.
05Criterion
Entities Acting for State Nuclear-Weapons Organizations
Defined as: Companies acting as fronts, agents, purchasing offices, or supply facilitators for state-owned or military organizations responsible for nuclear weapons or nuclear-capable missile programmes.

02Criterion
Suppliers Without Knowledge or Nuclear-Specific Evidence
Defined as: Companies supplying dual-use or generic goods without evidence of knowledge, direction, material modification, or documented end use in nuclear weapons programmes.
03Criterion
Civilian Nuclear Power Procurement
Defined as: Procurement or supply activity solely for civilian nuclear power plants, civilian fuel-cycle facilities, medical isotopes, or industrial radioactive-material uses.
04Criterion
Export-Control Violations Unrelated to Nuclear Weapons
Defined as: Companies involved in sanctions or export-control violations that do not relate to nuclear weapons, nuclear warheads, or nuclear-specific delivery systems.
05Criterion
Humanitarian, Forensic, or Disarmament Procurement
Defined as: Entities procuring goods or services solely for disarmament, treaty compliance, nuclear security, environmental remediation, humanitarian response, or forensic analysis.
