Include design or engineering of civilian power reactors, reactor islands, nuclear steam-supply systems, or complete nuclear generating stations.
- 02Criterion
Include nuclear-specific engineering, procurement, construction, and prime construction responsibility for active civilian nuclear-power projects.
- 03Criterion
Include active development of commercial reactor technologies intended for civilian electricity generation, including large reactors and small modular reactors.
- 04Criterion
Include design or supply of reactor-core systems, primary systems, containment, safety systems, or other nuclear-island technology where the entity has system-level responsibility.
- 05Criterion
Include project developers, consortia members, and programme integrators with a documented substantive role in an active civilian nuclear-power project.
- 06Criterion
Include entities identified in permits, construction licences, procurement awards, regulatory filings, or project agreements as responsible for a qualifying civilian nuclear build or material modernization.
Excluded on this basis alone
These circumstances do not establish this activity unless separate evidence also meets an inclusion criterion.

Exclude plant ownership or operation when no separate design, construction, development, engineering, or material-modernization role is evidenced.
- 02Criterion
Exclude general engineering, construction, project management, architecture, or civil works without a nuclear-specific deliverable.
- 03Criterion
Exclude standard pumps, valves, steel, concrete, electrical products, information technology, and other generic components not specifically designed or qualified for the nuclear application.
- 04Criterion
Exclude decommissioning, dismantling, closure, remediation, and waste work when no active plant-development or engineering role exists.
- 05Criterion
Exclude technologies developed solely for weapons, naval propulsion, research reactors, or isotope production without a civilian power-reactor application.
- 06Criterion
Exclude concepts, memoranda, non-binding announcements, and speculative programmes without an active funded project or commercial technology-development programme.
