Identifies companies and other entities that mine, mill, convert, enrich, fabricate, reprocess, or commercially supply nuclear fuel or fuel-cycle materials for civilian power reactors, including uranium, mixed-oxide fuel, and other reactor fuels. The civilian-use role must be evidenced. Weapons-only enrichment or fissile-material activity, generic mining without uranium involvement, logistics alone, waste management alone, research-reactor-only activity, and verified exited operations are excluded.

    Include commercial production or supply of thorium or other fuel-cycle materials only where a documented civilian power-reactor use exists.

    Include integrated entities with a direct commercial role in more than one qualifying civilian nuclear-fuel-cycle stage.

    Exclude transport, logistics, storage, or brokerage where the entity does not mine, process, enrich, fabricate, reprocess, or commercially supply the qualifying nuclear fuel.

  3. 03Criterion

    Exclude radioactive-waste, spent-fuel-storage, and disposal services without fuel-cycle production or supply.

  4. 04Criterion

    Exclude diversified miners without documented uranium mining, milling, ownership, or production.

  5. 05Criterion

    Exclude fuel production limited to research, isotope-production, naval, or other non-power reactors unless a separate civilian power-reactor supply role is evidenced.

  6. 06Criterion

    Exclude verified exited civilian fuel-cycle activity from current involvement while preserving historical involvement and effective dates.
