Identifies companies and other entities that design, develop, construct, or provide nuclear-specific engineering, procurement, construction, or material modernization for civilian power reactors or nuclear generating stations. Qualifying activity requires an active project, commercial technology programme, or documented nuclear plant role. General construction, standard components, operation-only roles, weapons or research reactors, decommissioning-only work, and speculative announcements without active development are excluded.

Generic engineering, standard industrial components, general information technology, medical or research waste handling, fuel production, plant operation, and weapons-related support are excluded unless a separate qualifying civilian nuclear role is evidenced.
