The screen covers military, intelligence, law-enforcement, and commercial customers where the product’s technical function is offensive or covert intrusion. Defensive cybersecurity, authorized testing, vulnerability research without operationalized exploit delivery, lawful-intercept systems dependent on carrier cooperation, and generic information technology are excluded.

Electronic Warfare Systems

Identifies companies and other entities that develop, manufacture, integrate, operate, or sell systems specifically designed or materially modified for military electronic attack, electronic protection, or electronic support. Qualifying systems include radar and communications jamming, deception, electromagnetic disruption, expendable and non-expendable countermeasures, threat warning and emitter-location systems, anti-radiation support, and dedicated electronic-warfare mission modules. Passive intelligence collection without an electronic-warfare function, generic radar or communications equipment, civil spectrum services, cyber-only capabilities, and generic components are excluded.
