Identifies companies and other entities that develop, manufacture, integrate, operate, or sell military-specific sensors, payloads, software, data products, analytical services, or integrated systems for intelligence, surveillance, reconnaissance, target acquisition, tracking, identification, battle-damage assessment, data fusion, signals intelligence, geospatial intelligence, or human-intelligence support. Complete aircraft, vessels, unmanned platforms, and military spacecraft are classified under the applicable platform screen unless the entity’s separate qualifying role is independently evidenced. Generic commercial imagery, mapping, analytics, sensors, information technology, and civil or law-enforcement surveillance without a military-specific deliverable are excluded.

    Include target acquisition, identification, tracking, fire-control support, battle-damage assessment, sensor fusion, and targeting-data systems.

  5. 05Criterion

    Include military human-intelligence support, intelligence-case management, secure-source systems, and operational intelligence tools specifically designed or materially configured for armed-force or defence-intelligence use.

  1. 01Criterion

    Historical-Only Military ISR or Targeting Involvement

    Defined as: Entities with verified past development, supply, integration, operation, or material support of qualifying military intelligence, surveillance, reconnaissance, or targeting systems, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.

  2. 02Criterion

    Exclude systems whose qualifying function is electronic attack, jamming, deception, or electronic protection.

  3. 03Criterion

    Exclude malware, exploits, spyware, and other offensive-cyber or covert-intrusion capabilities.

  4. 04Criterion

    Exclude broadly available commercial earth observation, mapping, analytics, market data, and geospatial services without a military-specific product, configuration, contract deliverable, or analytical role.

  5. 05Criterion

    Exclude civil, border, emergency, commercial, or law-enforcement surveillance without a documented military-specific deliverable.

  6. 06Criterion

    Exclude generic cameras, sensors, processors, data, cloud, software, and information technology without dedicated integration into a qualifying military ISR or targeting system.

  7. 07Criterion

    Exclude complete aircraft, vessels, unmanned platforms, and spacecraft solely because they carry an ISR payload; classify the complete platform separately and apply this screen only to an independently evidenced ISR-system role.
