Include military electronic deception, decoy, spoofing, expendable-countermeasure, towed-decoy, active-protection, and countermeasure systems whose primary function is to mislead or defeat an adversary sensor or weapon.

Include military electronic-protection and counter-countermeasure systems designed to preserve friendly use of the electromagnetic spectrum under hostile interference.
- 04Criterion
Include military electronic-support systems that detect, intercept, identify, locate, or characterize hostile emitters for threat warning, situational awareness, or support to electronic attack.
- 05Criterion
Dedicated Electronic-Warfare Modules, Pods, Suites and Integration
Defined as: Entities that develop, manufacture, supply, or materially integrate dedicated electronic-warfare mission modules, pods, suites, or mission systems where the product-level electronic-warfare function and material military role are established.
Excluded on this basis alone
These circumstances do not establish this activity unless separate evidence also meets an inclusion criterion.

Exclude passive signals or communications intelligence whose role is intelligence collection without an electronic-attack, protection, or support function.
- 02Criterion
Exclude general radar, radio, communications, navigation, and spectrum equipment without a specifically designed military electronic-warfare function.
- 03Criterion
Exclude civil spectrum monitoring, interference investigation, frequency coordination, and telecommunications network-optimization services.
- 04Criterion
Exclude cyber-only intrusion, malware, or network attack capabilities without an electromagnetic-spectrum function.
- 05Criterion
Exclude generic semiconductors, antennas, amplifiers, processors, software, and other components without dedicated integration into a qualifying EW system.
- 06Criterion
Exclude programme, contract, export-control, or marketing references that do not establish the product, EW function, and entity role.
