Defined as: Companies that develop, manufacture, integrate, or supply a component or subsystem specifically designed or exclusively used for a qualifying conventional military weapon, munition, launch system, or combat platform, where evidence establishes a direct product-level link to the qualifying system.

Significantly Modified Military Subsystems
Defined as: Companies that develop, manufacture, integrate, or supply commercial or dual-use technology significantly modified to perform a defined weapon, munition, launch-system, or combat-platform function, with evidence of the military-specific modification and product-level integration.
- 03Criterion
Dedicated Weapon Guidance, Fire-Control, and Launch Subsystems
Defined as: Companies that develop, manufacture, integrate, or supply dedicated guidance, seeker, fire-control, weapon-targeting, launch-control, or weapon-management subsystems directly integrated into a qualifying conventional weapon, munition, launch system, or combat platform. Generic navigation, communications, sensing, or command software is not included without an established weapon-system function.

Dedicated Mechanical, Structural, Armour, Mobility, Propulsion, and Mission-System Components
Defined as: Companies that develop, manufacture, integrate, or supply dedicated barrels, receivers, breech and recoil systems, unarmed turret structures or rings, weapon mounts, autoloaders, armour systems, armoured hulls, vehicle-specific military mobility systems, launch mechanisms, weapon-specific propulsion, combat mission systems, or integration assemblies directly linked to a qualifying weapon or combat platform.
Excluded on this basis alone
These circumstances do not establish this activity unless separate evidence also meets an inclusion criterion.
- 01Criterion
Historical-Only Military Weapons Component Involvement
Defined as: Entities with verified past development, manufacture, integration, or supply of dedicated military weapon components or subsystems, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.
- 02Criterion
Complete Weapons, Platforms, and Munitions
Defined as: Companies whose identified product is a complete weapon, combat platform, missile, rocket, torpedo, ammunition item, bomb, explosive munition, warhead, fuze, or initiation system. These products are assessed under their applicable complete-system or munitions screens.
- 03Criterion
Generic Dual-Use Components and Commercial Products
Defined as: Companies that supply standard electronics, semiconductors, bearings, fasteners, cables, batteries, engines, computers, sensors, software, or other commercial products without military-specific design, significant modification, or documented direct integration into a qualifying weapon or combat platform. A military customer, contract, or end use alone does not establish a qualifying component.

Raw Materials and Ordinary Industrial Inputs
Defined as: Companies that supply metals, chemicals, composites, fuels, lubricants, packaging, ordinary castings or forgings, machine tools, or other industrial inputs without military-specific design, significant modification, or documented component-level integration into a qualifying weapon or combat platform.
- 05Criterion
Generic Accessories and Non-Integrated Add-Ons
Defined as: Companies that supply clothing, cases, furniture, general-purpose optics, generic mounts, ordinary accessories, or other products that are not specifically designed, significantly modified, or directly integrated as a functional subsystem of a qualifying military weapon or combat platform.
- 06Criterion
Services Without a Qualifying Component Deliverable
Defined as: Companies whose identified involvement is limited to consulting, staffing, routine maintenance, testing, logistics, distribution, or other services without development, manufacture, integration, or supply of a qualifying component or subsystem.

Unverified Component or Programme References
Defined as: Companies named only in broad programmes, supplier lists, contracts, sanctions, or exclusion lists that do not identify the exact component, military function, legal entity, directness, and time period.
