- 01Criterion
Include entities responsible for complete manned combat, fighter, bomber, attack, close-air-support, gunship, or comparable military aircraft.
- 02Criterion
Include entities responsible for complete military helicopters, tilt-rotors, or other manned rotorcraft designed or materially configured for attack, assault, reconnaissance, transport, search-and-rescue, or other military missions.
- 03Criterion
Include entities responsible for complete manned military reconnaissance, surveillance, maritime-patrol, electronic-warfare, training, transport, refuelling, or special-mission aircraft.
- 04Criterion
Include material conversion of a civil aircraft into a military configuration, final integration or certification of a complete military aircraft, and sale or supply of a complete qualifying aircraft.
Excluded on this basis alone
These circumstances do not establish this activity unless separate evidence also meets an inclusion criterion.
- 01Criterion
Historical-Only Military Aircraft Involvement
Defined as: Entities with verified past development, manufacture, assembly, military conversion, integration, sale, export, or supply of complete military aircraft or rotorcraft, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.
- 02Criterion
Exclude complete unmanned aerial platforms, which are classified under Military Unmanned Platforms and Weaponized Combat Systems.
- 03Criterion
Exclude civil, commercial, business, agricultural, emergency-service, or general-aviation aircraft supplied to military customers without material military configuration.
- 04Criterion
Exclude aircraft weapons, engines, avionics, sensors, structures, components, or mission subsystems when the entity lacks responsibility for a complete qualifying aircraft.
- 05Criterion
Exclude spacecraft, missiles, rockets, loitering munitions, and other expendable aerial weapons.
- 06Criterion
Exclude routine maintenance, repair, leasing, pilot supply, airport services, and commercial aviation services unless the entity also performs a qualifying material conversion, modernization, final integration, or complete-aircraft role.
