Defined as: Companies that design, manufacture, assemble, materially modernize, integrate, or sell complete main battle tanks or comparable tracked or wheeled armoured fighting vehicles designed for frontline direct combat and equipped with an integrated main weapon system.
- 02Criterion
Infantry Fighting Vehicles, Armoured Personnel Carriers, and Protected Troop Carriers
Defined as: Companies that design, manufacture, assemble, materially modernize, integrate, or sell complete infantry fighting vehicles, armoured personnel carriers, or comparable self-propelled armoured vehicles designed or materially modified to transport troops in military operations.
- 03Criterion
Armoured Reconnaissance, Protected Patrol, Fire-Support, and Combat-Support Variants
Defined as: Companies that design, manufacture, assemble, materially modernize, integrate, or sell complete armoured reconnaissance vehicles, direct-fire support vehicles other than separately classified artillery or missile-launcher systems, mine-resistant ambush-protected or comparable protected patrol vehicles, and armoured command, electronic-warfare, combat-engineering, or bridge-laying variants designed to accompany combat formations.
- 04Criterion
Complete-Vehicle Integration, Modernization, and Military Supply
Defined as: Companies that perform vehicle-level design, structural armouring or combat conversion, major modernization, complete-vehicle integration, sale, export, or supply for an identified armoured combat vehicle programme, where evidence establishes responsibility for the complete operational vehicle.
Excluded on this basis alone
These circumstances do not establish this activity unless separate evidence also meets an inclusion criterion.
- 01Criterion
Historical-Only Armoured Combat Vehicle Involvement
Defined as: Entities with verified past development, manufacture, assembly, material modernization, sale, export, or supply of armoured combat vehicles, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.
- 02Criterion
Military Logistics and Support Vehicles
Defined as: Companies whose identified complete vehicles have a primary logistics or support role, including tactical trucks, cargo or troop transporters without an armoured combat role, refuellers, ammunition or weapon transporters, armoured or unarmoured recovery vehicles, ambulances, maintenance vehicles, heavy equipment transporters, or other resupply and support platforms. These activities are assessed under Military Logistics Vehicles and Dedicated Transport Systems.
- 03Criterion
Civilian, Police, and Security Vehicles
Defined as: Companies that produce armoured passenger, cash-in-transit, police, public-order, prison, border-security, or civilian security vehicles without a verified military combat, protected-patrol, or close-combat-support design or material modification.
- 04Criterion
Artillery, Missile-Launcher, Unmanned, Standalone Weapon, and Component Roles
Defined as: Companies whose identified role is limited to a complete self-propelled artillery or missile-launcher system; a weaponized unmanned ground platform; a standalone gun, turret, or weapon station; an armour kit, drivetrain, track, sensor, or other component; or a chassis supplied without complete-vehicle responsibility. These activities are assessed under the applicable weapon, unmanned-platform, or component screen.
- 05Criterion
Demilitarized, Heritage, Training-Only, and Non-Operational Vehicles
Defined as: Companies whose involvement is limited to permanently demilitarized vehicles, museum restoration, display vehicles, replicas, training mock-ups, or non-operational demonstrations that are not part of an identified operational vehicle development, modernization, or supply programme.

Unverified Military Vehicle References
Defined as: Companies named only in broad military-vehicle programmes, contracts, sanctions, or supplier lists that do not identify the exact vehicle, legal entity, material role, and relevant time period.
