Defined as: Companies that develop, manufacture, assemble, fill, or sell complete military cartridges, rounds, linked ammunition, or other ammunition intended for military small arms or light weapons.

Artillery, Tank, Naval, and Mortar Ammunition
Defined as: Companies that develop, manufacture, assemble, fill, or sell complete artillery shells, tank rounds, naval gun ammunition, mortar rounds, projectiles, or associated propelling charges specifically designed for military use.
- 03Criterion
Bombs, Grenades, Depth Charges, and Conventional Warheads
Defined as: Companies that develop, manufacture, assemble, fill, or sell conventional bombs, aerial bombs, grenades, depth charges, conventional warheads, explosive charges, or comparable explosive military munitions.
- 04Criterion
Fuzes, Initiation Systems, and Munition Filling
Defined as: Companies that develop, manufacture, assemble, integrate, or sell military fuzes, primers, detonators, initiation systems, or filling services specifically for conventional ammunition or explosive munitions.
- 05Criterion
Military Ammunition and Munitions Sales and Supply
Defined as: Companies that sell, export, distribute, or supply identified conventional ammunition, bombs, explosive munitions, warheads, charges, fuzes, or initiation systems to armed forces or authorized military programmes.
Excluded on this basis alone
These circumstances do not establish this activity unless separate evidence also meets an inclusion criterion.
- 01Criterion
Historical-Only Conventional Ammunition and Munitions Involvement
Defined as: Entities with verified past development, manufacture, assembly, filling, sale, export, or supply of conventional ammunition or explosive munitions, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.

Complete Missiles, Rockets, and Torpedoes
Defined as: Companies whose identified products are complete missiles, military rockets, torpedoes, or their dedicated launch systems. These activities are assessed under Missiles, Rockets, Torpedoes and Launch Systems.
- 03Criterion
Landmines, Cluster Munitions, and Other Separately Screened Controversial Weapons
Defined as: Companies whose identified munitions qualify as landmines, cluster munitions, chemical weapons, biological weapons, nuclear weapons, white phosphorus munitions, depleted-uranium munitions, or another separately screened controversial weapon.

Civilian Blasting Products, Fireworks, and Commercial Explosives
Defined as: Companies whose identified products are limited to mining explosives, quarrying explosives, demolition charges, fireworks, automotive safety devices, or other civilian explosive products without a verified military-munition role.
- 05Criterion
Blank, Dummy, Inert, and Training-Only Ammunition
Defined as: Companies whose identified products are limited to blank ammunition, dummy rounds, inert training ammunition, drill rounds, display items, or non-operational replicas that cannot function as live military munitions.
- 06Criterion
Generic Chemicals, Metals, and Materials
Defined as: Companies that supply only explosives precursors, chemicals, metals, casings, packaging, or raw materials without a verified munition-specific design, integration, or knowing military-munition end use.
- 07Criterion
Unverified Ammunition or Munitions References
Defined as: Companies named only in broad military, programme, contract, sanctions, or supplier references that do not identify the legal entity, exact munition, activity, and relevant time period.
