Generic education, commercial gaming or virtual-reality products, training services without a qualifying system, ordinary hardware and software, and operational weapons or platforms without a training role are excluded.

Generic cloud, enterprise software, office information technology, ordinary telecommunications, broadly marketed cybersecurity, staffing, and consulting without a military-specific product or materially configured deliverable are excluded.
