Include dedicated military combat, command, mission, and operational simulators that reproduce military systems, tactics, or environments.
- 02Criterion
Include full-mission or part-task simulators specifically designed or materially configured for military aircraft, vehicles, vessels, submarines, or unmanned platforms.
- 03Criterion
Include gunnery, weapons, fire-control, missile-launch, torpedo, and other military weapon-operation trainers.
- 04Criterion
Include live, virtual, constructive, synthetic-environment, range-instrumentation, exercise-control, and after-action systems specifically designed for military training or mission rehearsal.
Excluded on this basis alone
These circumstances do not establish this activity unless separate evidence also meets an inclusion criterion.
- 01Criterion
Historical-Only Military Training-System Involvement
Defined as: Entities with verified past development, manufacture, supply, integration, or operation of qualifying military training or simulation systems, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.

Exclude classroom instruction, instructors, curriculum, consulting, and training services when no qualifying dedicated system is supplied or operated.
- 03Criterion
Exclude civilian aviation, driving, maritime, industrial, medical, emergency-response, and commercial professional simulators without material military configuration.
- 04Criterion
Exclude commercial games, entertainment products, general-purpose virtual reality, and broadly marketed synthetic-world platforms without a dedicated military training deliverable.
- 05Criterion
Exclude generic computers, displays, headsets, software engines, cloud services, and components without dedicated integration into a qualifying system.
- 06Criterion
Exclude operational weapons and platforms supplied without a distinct training or simulation configuration.
- 07Criterion
Exclude facility maintenance, range upkeep, logistics, and administrative support without a qualifying training-system role.
