Include prime design, construction, or material modernization of operational military bases, airfields, naval facilities, hardened headquarters, training ranges, or comparable armed-force installations.
- 02Criterion
Include purpose-built military depots, arsenals, ammunition or weapons-storage facilities, secure maintenance complexes, and hardened operational storage infrastructure.
- 03Criterion
Include prime integrated operation or facilities management of an operational military installation where the entity has responsibility for multiple mission-critical site functions.
- 04Criterion
Include deployable field camps, hardened shelters, protective structures, rapid-runway or expeditionary-base systems, and comparable infrastructure specifically designed for military operations.
Excluded on this basis alone
These circumstances do not establish this activity unless separate evidence also meets an inclusion criterion.
- 01Criterion
Historical-Only Military Infrastructure Involvement
Defined as: Entities with verified past design, construction, material modernization, or integrated operation of qualifying military bases or infrastructure, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.
- 02Criterion
Exclude ordinary civil construction, housing, offices, commercial airports or ports, mixed-use property, and work that is not materially military-specific.
- 03Criterion
Exclude passive landlords, real-estate investors, financiers, and property owners without design, construction, modernization, or integrated operational responsibility.
- 04Criterion
Exclude routine utilities, cleaning, catering, landscaping, waste, security, and facilities services unless they form part of a prime integrated mission-critical base-operation contract.
- 05Criterion
Exclude standalone equipment, furniture, vehicles, weapons, communications, and materials supplied without responsibility for the qualifying infrastructure.
- 06Criterion
Exclude environmental remediation, demolition, site restoration, and decommissioning where the entity does not also construct, modernize, or operate qualifying active military infrastructure.
- 07Criterion
Exclude minor repairs, ordinary maintenance, one-off subcontracting, and unverified military-site references.
