Identifies companies and other entities that own or operate dedicated infrastructure or commercial businesses for transporting, storing, terminal-handling, shipping, or trading crude oil, condensate, bitumen, or refined petroleum products. Qualifying activities include pipelines, oil terminals, tanker operations, dedicated rail or truck transport, and principal commodity trading. General freight, passive infrastructure investment, engineering or maintenance services, retail fuel sales, and activities limited to natural gas are excluded.

How to read this definition

Inclusion criteria describe evidence that can establish this activity. Exclusion criteria identify circumstances that do not establish it on that basis alone. The evaluation remains connected to its taxonomy version and supporting evidence.

Can establish this activity

Included when supported

Evidence may support involvement when it matches one or more of these inclusion criteria.

7 criteria
  1. 01Criterion

Include owners or operators of crude-oil, condensate, bitumen, or comparable liquid-hydrocarbon pipelines.

  2. 02Criterion

Include owners or operators of pipelines dedicated to refined petroleum products.

  3. 03Criterion

Include owners or operators of oil tankers or dedicated marine transport businesses where the entity directly transports crude oil or refined petroleum products.

  4. 04Criterion

Include owners or operators of dedicated crude-oil or refined-product storage terminals and commercial tank farms.

  5. 05Criterion

Include integrated midstream businesses with direct ownership or operation of qualifying oil pipelines, terminals, storage, transport, or trading activities.

  6. 06Criterion

Include dedicated rail, truck, barge, or multimodal transport businesses where oil or refined petroleum products are a documented specialized activity.

  7. 07Criterion

Include companies whose principal or documented commercial activity is trading crude oil, condensate, bitumen, or refined petroleum products as principal or title holder.

Does not establish this activity on its own

Excluded on this basis alone

These circumstances do not establish this activity unless separate evidence also meets an inclusion criterion.

6 criteria
  1. 01Criterion

Oil Exploration and Extraction Companies Without Midstream Operations

Defined as: Upstream oil producers that do not own or operate transportation or storage infrastructure.

  2. 02Criterion

Oil Refining Companies Without Transport Infrastructure Ownership

Defined as: Refiners that rely entirely on third-party logistics and do not control oil transportation assets.

  3. 03Criterion

Natural Gas Pipeline or Distribution Operators

Defined as: Companies focused solely on natural gas transmission, LNG transport, or gas distribution infrastructure.

  4. 04Criterion

Exclude general shipping, rail, trucking, freight, ports, and logistics businesses without a dedicated or documented oil-transport activity.

  5. 05Criterion

Exclude consumer fuel retail and marketing when the entity does not separately own or operate qualifying transport, storage, terminal, or trading activity.

  6. 06Criterion

Exclude engineering, construction, equipment, maintenance, inspection, and digital-service providers without ownership or operation of the qualifying infrastructure or commodity business.
