Include manufacturers of infant formula and other products represented as partial or total replacements for breast milk for infants.
- 02Criterion
Include manufacturers of follow-up formula and growing-up milks marketed for infants or young children where those products fall within the selected WHO Code, World Health Assembly, national-law, or client-policy scope.
- 03Criterion
Include manufacturers of specialized formulas and infant nutrition represented for feeding infants or young children, subject to documented scope and permitted medical-use distinctions.
- 04Criterion
Include powdered, concentrated, and ready-to-feed breast-milk substitutes.
- 05Criterion
Include private-label, contract, and co-manufacturers with direct responsibility for formulating or producing qualifying products.
- 06Criterion
Include manufacturers of complementary foods, drinks, bottles, and teats only where they fall within the selected Code, national-law, or client-policy scope and are represented or marketed in a qualifying manner.

Exclude general milk, dairy, plant-based drinks, nutrition, and food products not represented or marketed as breast-milk substitutes or covered young-child feeding products.
- 02Criterion
Exclude complementary foods and baby foods outside the selected product and age scope.
- 03Criterion
Exclude retailers, distributors, importers, and marketers without a manufacturing or formulation role; assess qualifying marketing conduct separately.
- 04Criterion
Exclude breast pumps, lactation support, breastfeeding accessories, and products intended to support rather than replace breastfeeding.
- 05Criterion
Exclude human-milk banks, donor-milk programmes, and services distributing human milk.
- 06Criterion
Exclude medical nutrition unrelated to infant or young-child feeding, while separately evaluating specialized formula that falls within the selected scope.
