Include wholesalers, brokers, distributors, and cold-storage operators with a knowing and documented commercial role in whale-meat trade.
- 04Criterion
Include logistics and cold-chain providers only where a contract, shipment, customs record, or comparable evidence establishes knowing and dedicated handling of whale products; generic incidental freight is excluded.
- 05Criterion
Include entities identified in reliable shipping, customs, permit, quota, invoice, trade, port, court, or regulatory records as a commercial whale-product distributor or exporter.

Exclude restaurants, consumer retailers, and food-service operators that sell whale meat only at the consumer level and do not wholesale, import, export, or provide contract-specific distribution.

Exclude hunting and primary processing where no separate commercial distribution, import, export, or wholesale role is evidenced.
- 03Criterion
Exclude aboriginal subsistence, indigenous, community, or other non-commercial participants outside the commercial trade.
- 04Criterion
Exclude general shipping, freight, postal, port, warehouse, and logistics companies without documented knowing handling of whale products.
- 05Criterion
Exclude verified ceased whale-meat distribution or export from current involvement while preserving historical involvement and effective dates.
