    Include entities identified in reliable shipping, customs, permit, quota, invoice, trade, port, court, or regulatory records as a commercial whale-product distributor or exporter.

    Exclude verified ceased whale-meat distribution or export from current involvement while preserving historical involvement and effective dates.
