Aboriginal subsistence activity, non-commercial community use, special-permit scientific activity, retail or restaurant sale without hunting or processing, conservation activity, and verified ceased involvement are excluded.

    Include entities that butcher, cut, freeze, package, can, prepare, or otherwise process whale meat or organs for commercial sale.

    Include commercial rendering or processing of whale blubber, oil, organs, or other whale-derived products where the activity is part of the commercial whaling supply chain.

  5. 05Criterion

    Include entities identified in reliable catch, landing, licence, customs, trade, port, regulatory, court, or company records as commercial whalers or processors, provided the entity and role are resolved.

    Exclude aboriginal subsistence, indigenous, community, or other non-commercial whaling whose products are not commercially marketed beyond the permitted community-use framework.

  2. 02Criterion

    Exclude special-permit or scientific whaling and research activity where the entity does not conduct a commercial hunt or commercial sale; preserve the legal category as evidence.

  3. 03Criterion

    Exclude consumer retail, restaurant, food-service, and preparation solely at the point of sale when the entity does not hunt or perform primary commercial processing.

  4. 04Criterion

    Exclude seafood and marine-product processing where no whale-derived input is documented.

  5. 05Criterion

    Exclude conservation, research, advocacy, rescue, stranding-response, and anti-whaling organizations without commercial hunting or processing.

  6. 06Criterion

    Exclude verified ceased commercial hunting or processing from current involvement while preserving historical involvement, species, and effective dates.
