    Defined as: Companies involved only in civilian nuclear power, civilian nuclear fuel, medical isotopes, basic nuclear research, or non-weaponized nuclear applications.

    Training or Simulation Without Operational Warhead Nexus

    Defined as: Companies providing training, education, simulation, or modelling without confirmed involvement in operational nuclear warhead design, development, certification, production, or sustainment.
