Defined as: Companies involved in producing, processing, enriching, fabricating, or handling fissile materials specifically for nuclear weapons, including weapons-grade uranium or plutonium.
- 03Criterion
Tritium and Specialized Nuclear Materials for Weapons
Defined as: Companies that produce, recover, process, store, or supply tritium, lithium compounds, or other specialized materials with confirmed nuclear-weapons end use.
- 04Criterion
Warhead Arming, Fuzing, Firing, Triggering, or Detonation Components
Defined as: Companies that provide arming, fuzing, firing sets, triggers, detonators, safing systems, use-control systems, or other detonation-related components specifically for nuclear warheads.
- 05Criterion
Warhead Non-Nuclear Component Manufacturers
Defined as: Companies that produce high explosives, neutron generators, gas-transfer systems, radiation cases, reentry bodies, payload interfaces, or other non-nuclear components specifically for nuclear warheads.

Nuclear-Specific Delivery-System Components
Defined as: Companies that provide propulsion, guidance, missile structures, launch tubes, payload bays, fire-control interfaces, or other subsystems developed or significantly modified for nuclear-specific delivery systems.

Defined as: Companies involved only in isotope production or supply for medical, industrial, research, agricultural, or non-weaponized applications.
- 03Criterion
Generic Aerospace, Electronics, Metals, or Chemicals
Defined as: Companies that supply generic materials, electronics, casings, software, telemetry, metals, chemicals, or industrial inputs without confirmed nuclear-weapons-specific design, modification, or end use.

Dual-Use Components Without Nuclear-Specific Evidence
Defined as: Companies producing dual-use products that could be used in nuclear weapons but are not documented as developed, significantly modified, or supplied for nuclear-weapons use.

Civilian Nuclear Power Plant Components
Defined as: Companies providing systems, components, technology, maintenance, or services solely for civilian nuclear power plants or reactors.

Disarmament, Remediation, or Waste-Only Services
Defined as: Companies handling nuclear materials only for verified disarmament, destruction, environmental remediation, civilian waste management, or treaty-compliance purposes.
