Defined as: Companies that lead or materially participate in the final assembly, integration, modification, or certification of missile systems designed or designated for nuclear payloads, including ICBMs, SLBMs, and nuclear-capable cruise missiles.
- 02Criterion
Reentry Vehicle and Payload Integration
Defined as: Companies involved in designing, producing, or integrating reentry vehicles, payload buses, payload bays, or related structures that carry, protect, or deploy nuclear warheads on missile systems.
- 03Criterion
Nuclear Missile Structural Assembly
Defined as: Companies that assemble or produce key missile structures, boosters, stages, motor cases, payload bays, or related assemblies specifically for nuclear-capable missile systems.
- 04Criterion
Material Nuclear Missile Programme Contracts
Defined as: Companies named in government, military, or prime-contractor programmes involving nuclear missiles where the contract involves a direct and material missile-system deliverable, such as integration, propulsion, guidance, reentry, structure, launch-control hardware, or missile lifecycle support.

Nuclear-Capable Delivery Platform Manufacturers Without Nuclear Missile System Involvement
Defined as: Companies that manufacture aircraft, submarines, ground vehicles, or other delivery platforms but do not assemble, integrate, modify, certify, or materially support the nuclear missile system itself.

Warhead Manufacturers Only
Defined as: Companies involved only in nuclear warhead production, development, or maintenance without involvement in missile-system assembly, integration, or material missile-system support.
- 03Criterion
Conventional Missile Producers Only
Defined as: Companies that exclusively build missile systems not designed, designated, certified, or materially modified to carry nuclear payloads.
- 04Criterion
General Aerospace, IT, or Component Suppliers
Defined as: Companies that supply generic aerospace, defence, electronics, software, telemetry, construction, or IT products without confirmed nuclear-missile-specific use or material modification.
- 05Criterion
Training, Simulation, and Non-Operational Test Support Without Missile-System Deliverable
Defined as: Companies involved only in training, classroom instruction, generic simulation, mock-ups, or non-operational test support without a direct nuclear missile-system deliverable.
