Defined as: Companies that integrate nuclear bombs, nuclear-capable cruise missiles, release systems, arming interfaces, weapons bays, pylons, hardpoints, or mission systems for aircraft nuclear-delivery roles.
- 03Criterion
Dual-Capable Aircraft Upgrade Contractors
Defined as: Companies that provide material upgrades, modifications, avionics, fire-control, or mission-system work enabling an aircraft to perform a nuclear-delivery mission.
- 04Criterion
Prime Contractors in Nuclear Air-Delivery Programmes
Defined as: Companies named as prime contractors or material subcontractors in government programmes for aircraft used in strategic or tactical nuclear missions.

Nuclear-Certification or Qualification Contractors
Defined as: Companies that conduct aircraft qualification, certification, or integration work specifically required for nuclear-weapons carriage or deployment.

Defined as: Companies that manufacture military or civilian aircraft without evidence that the aircraft is designed, certified, or operationally assigned to deliver nuclear weapons.

Defined as: Companies that provide generic engines, avionics, structures, interiors, electronics, or maintenance services without confirmed nuclear-delivery use or material modification.

Aircraft Maintenance Unrelated to Nuclear Mission
Defined as: Companies performing ordinary aircraft maintenance, repair, overhaul, or logistics without a documented role in maintaining the nuclear-delivery capability.
- 04Criterion
Training or Simulation-Only Aircraft Providers
Defined as: Companies providing pilot training, simulators, or instructional services for nuclear-capable aircraft without involvement in the aircraft or weapons integration itself.
- 05Criterion
Warhead or Missile Producers Without Aircraft Role
Defined as: Companies that produce nuclear warheads or nuclear-capable missiles but do not produce, modify, certify, or integrate the aircraft delivery platform.
