Defined as: Companies that design, manufacture, assemble, sell, lease, install, maintain, or repair equipment specifically designed or materially modified for gambling operations, including slot machines, video lottery terminals, electronic gaming machines, gambling cabinets, casino table equipment, card shufflers, wagering kiosks, betting terminals, and related gambling-specific devices.

Gambling Software, Game Content, and Platform Technology
Defined as: Companies that develop, license, host, or supply software or digital content specifically designed for gambling operators or customer-facing gambling services, including casino games, remote gaming servers, random-number-generation systems, player-account-management systems, casino-management systems, sportsbook platforms, iGaming platforms, wagering engines, and gambling transaction systems. A company may also be classified under Gambling Operations if it separately operates gambling.
- 03Criterion
Lottery Systems, Ticketing, and External Lottery Services
Defined as: Companies that provide lottery-specific central systems, draw systems, terminals, ticket production, instant-ticket printing, ticket validation, digital lottery platforms, outsourced lottery administration, or external lottery management services to lottery operators. A company may also be classified under Gambling Operations if it owns, operates, manages, accepts, settles, or materially controls customer lottery wagers.

Wagering Data, Odds, Trading, and Risk Services
Defined as: Companies that provide gambling operators with operator-facing sports or racing data, official data feeds, odds compilation, market pricing, sportsbook trading, liability management, risk management, or bet-settlement services specifically used to create, manage, price, or settle wagering markets.
- 05Criterion
Gambling-Focused Marketing, Affiliate, and Lead-Generation Services
Defined as: Companies that operate gambling-focused affiliate networks or provide customer acquisition, lead generation, media buying, performance marketing, comparison services, revenue-share or cost-per-acquisition referrals, qualified-player leads, or managed promotional services specifically for casinos, sportsbooks, lotteries, or other gambling operators.
- 06Criterion
Turnkey, Managed, White-Label, Market-Access, and Operational Gambling Support Services
Defined as: Companies that supply turnkey gambling platforms, managed sportsbook or casino technology, white-label or market-access enablement, external lottery management, casino-management services, player-management services, or other outsourced operational support to gambling operators, where the provider does not itself contract with players, accept or settle customer wagers, hold customer wagering funds, pay winnings, or bear primary operator-licence responsibility for the same activity. Where the entity separately performs a substantive operator role, classify that role under Gambling Operations and retain Gambling Support Services for the distinct third-party supply activity.

Gambling-Dedicated Transaction, Identity, Location and Compliance Infrastructure
Defined as: Companies that supply transaction processing, wallets, cash-access systems, account funding, payouts, identity verification, age or KYC screening, geolocation, fraud prevention, player exclusion, compliance monitoring, or other infrastructure specifically designed, materially modified, marketed, or contractually dedicated to gambling operators or regulated gambling platforms. The relevant product, service, or contract need not be used exclusively for gambling and may qualify even where the provider also serves other industries.
Excluded on this basis alone
These circumstances do not establish this activity unless separate evidence also meets an inclusion criterion.
- 01Criterion
Gambling Operations Without Third-Party Support Activities
Defined as: Companies whose gambling involvement is limited to owning, operating, or managing casinos, sportsbooks, lotteries, racing wagering, gaming machines, or other customer-facing gambling services and that do not separately supply gambling-specific products or services to third-party operators. These activities should be assessed as Gambling Operations. Do not use this exclusion where distinct third-party support activity is evidenced.
- 02Criterion
Generic Technology, Cloud, and Communications Services
Defined as: Companies that provide general-purpose cloud hosting, data centres, telecommunications, cybersecurity, software, hardware, internet connectivity, or IT services that are not specifically designed or materially modified for gambling operations, even where gambling companies are among their customers.
- 03Criterion
General Payments, Financial Services, App Distribution, Identity, Location, and Compliance Services
Defined as: Banks, card networks, payment processors, digital wallets, lenders, insurers, app stores, identity-verification providers, geolocation providers, KYC or compliance providers, fraud-control providers, and comparable firms offering broadly applicable products without a specifically designed, materially modified, marketed, or contractually dedicated gambling product, service, platform, or customer arrangement. Do not apply this exclusion merely because the provider serves several industries; assess a distinct gambling-specific product line or contract under Gambling-Dedicated Transaction, Identity, Location and Compliance Infrastructure.
- 04Criterion
Generic Media, Advertising, Sponsorship, and Consumer Sports Data
Defined as: Media companies, broadcasters, sports leagues, teams, publishers, advertising agencies, social-media platforms, or consumer sports-data providers that only carry gambling advertisements, sponsorships, odds displays, or sports content but do not provide a dedicated gambling affiliate, customer-acquisition, odds, trading, or operator-facing wagering service.
- 05Criterion
Independent Regulation, Testing, Certification, and Harm-Reduction Services
Defined as: Regulators, independent testing laboratories, certification bodies, auditors, legal or compliance advisers, responsible-gambling organizations, treatment providers, and harm-reduction services whose role is limited to oversight, regulatory compliance, consumer protection, research, or reducing gambling-related harm rather than providing gambling products or operating infrastructure.
- 06Criterion
General Business, Generic Property, and Non-Specialized Supply Services
Defined as: Companies providing ordinary construction, real estate, leasing of generic multi-use premises, property maintenance, cleaning, security, staffing, recruitment, food service, hospitality, transportation, warehousing, office supplies, generic printing, or other general business services without a gambling-specific product, material modification, purpose-built gambling property ownership, or specialized gambling operating role.
