    Include engineering, well, ice-management, geotechnical, or technical-service firms under a documented contract directly supporting Arctic upstream operations.

  4. 04Criterion

    Include field logistics, aviation, marine support, winter-road, camp, and supply services only where materially specialized and contractually dedicated to an Arctic upstream project.

  5. 05Criterion

    Include manufacturers of equipment materially designed or modified for Arctic hydrocarbon drilling or production and supplied for a documented qualifying project.

  6. 06Criterion

    Include construction and infrastructure providers responsible for project-specific Arctic upstream drilling or production infrastructure, excluding general regional infrastructure.

  7. 07Criterion

    Include contractors with a directly evidenced current role in an Arctic exploration, drilling, appraisal, development, or production campaign.

    Exclude general industrial, engineering, equipment, chemical, technology, and construction suppliers without Arctic upstream specialization or a documented qualifying contract.

  3. 03Criterion

    Exclude ordinary shipping, freight, aviation, ports, and transportation without a materially specialized Arctic oilfield-service role.

  4. 04Criterion

    Exclude renewable-energy, general mining, telecommunications, community, and public infrastructure unrelated to Arctic hydrocarbon activity.

  5. 05Criterion

    Exclude academic, scientific, environmental, and public-sector survey organizations without a commercial Arctic upstream service contract.

  6. 06Criterion

    Exclude financing, insurance, investment, and advisory services without direct provision of qualifying Arctic drilling infrastructure or field services.
