    Include licensed wholesalers and distributors of recreational cannabis products.

  7. 07Criterion

    Include manufacturers of cannabis beverages, edibles, vapour products, and other adult-use formats.

    Exclude real estate, finance, packaging, lighting, software, consulting, security, advertising, and other ancillary services without direct product handling or commercial rights.

    Exclude approved or investigational cannabinoid medicines supplied solely for medical use.

    Exclude academic research, advocacy, policy organizations, and non-commercial activity.
