Identifies companies and other entities that manufacture active substances or formulate biocidal products whose manufacture, placement on the market, or specified use is prohibited, not approved, cancelled, or severely restricted under an identified jurisdiction, legal instrument, product type, and effective date. Hazard classification alone does not establish inclusion. Fertilizers without a biocidal function, pharmaceuticals, approved products outside the restriction, ordinary cleaning products without regulated biocidal claims, distribution-only roles, and low-risk biological controls not subject to the identified restriction are excluded.

  2. 02Criterion

    Include formulators of finished biocidal products that contain a qualifying active substance or whose product authorization or specified use is prohibited, cancelled, not approved, or severely restricted.

  3. 03Criterion

    Include production of biocidal active substances or products subject to a relevant persistent-organic-pollutant prohibition or severe restriction, with substance, product type, jurisdiction, and effective date recorded.

  4. 04Criterion

    Include industrial, professional, agricultural, household, disinfectant, preservative, antifouling, rodenticide, insecticide, or other biocidal products only where the identified product or use meets the qualifying legal status.

  5. 05Criterion

    Include manufacture covered by a specific restriction, non-approval, cancellation, prohibition, or restricted-use decision under the EU BPR, REACH, Canadian law, FIFRA, or another identified jurisdictional instrument.

  6. 06Criterion

    Include antimicrobial, pesticidal, or disinfectant formulations only where they have a biocidal function and meet the qualifying legal status; hazard properties alone are insufficient.

    Exclude authorized, approved, registered, or otherwise lawful products and uses that are not subject to the selected prohibition, non-approval, cancellation, or severe restriction.

  2. 02Criterion

    Exclude fertilizers, nutrients, soil amendments, plant biostimulants, and other products without a biocidal function or claim.

  3. 03Criterion

    Exclude human or veterinary medicines, medical devices, and pharmaceutical antimicrobial products regulated solely under medicinal-product frameworks, unless separately regulated as a biocide for the relevant use.

  4. 04Criterion

    Exclude retailers, distributors, importers, exporters, and marketplaces without manufacturing or formulation responsibility; assess commercial distribution separately.

  5. 05Criterion

    Exclude soaps, detergents, cleaners, cosmetics, and consumer products without a regulated biocidal function or qualifying restricted active substance or use.

  6. 06Criterion

    Exclude biological controls, biopesticides, natural products, and low-risk active substances that are approved and not subject to the selected qualifying restriction.
