Identifies companies and other entities that knowingly import, export, wholesale, retail, market, or materially facilitate commercial sale of biocidal products whose placement on the market or specified use is prohibited, not approved, cancelled, or severely restricted under an identified jurisdiction, legal instrument, product type, and effective date. Generic marketplaces, freight or retail exposure without knowledge or material commercial control, approved products, medicines, waste handling, and manufacturing without a distribution role are excluded.

    Include commercial suppliers of industrial, agricultural, professional, or consumer biocides subject to a specific current prohibition, non-approval, cancellation, severe restriction, or restricted-use decision.

  5. 05Criterion

    Include marketing or sale for an agricultural, industrial, household, public-health, or other use that is specifically prohibited or severely restricted, even where another use of the same substance remains permitted.

  6. 06Criterion

    Include online sellers and marketplaces only where they act as merchant, seller of record, payment controller, fulfiller, or knowing material facilitator for the qualifying product.

  7. 07Criterion

    Include entities named in reliable enforcement, recall, seizure, customs, licence, or court records where the record establishes the qualifying product, conduct, jurisdiction, and effective legal status.

    Exclude manufacturing-only activity without a separate import, export, wholesale, retail, marketing, or distribution role.

  2. 02Criterion

    Exclude distributors whose documented product portfolio consists only of approved or authorized biocidal products and uses outside the selected restriction.

  3. 03Criterion

    Exclude diversified retailers and marketplaces where exposure is incidental, uncontrolled, or below the applicable client-policy materiality threshold, while preserving factual evidence where available.

  4. 04Criterion

    Exclude distribution of medicines, medical devices, pharmaceutical antimicrobials, and healthcare products outside the applicable biocidal regime.

  5. 05Criterion

    Exclude agricultural suppliers whose products are approved and whose current portfolio does not include a qualifying restricted biocide or use.

  6. 06Criterion

    Exclude waste collection, treatment, destruction, recall, remediation, and disposal where the entity does not commercially sell or distribute the qualifying product.
