Include manufacture of e-cigarettes, vaping devices, electronic nicotine-delivery systems, and finished nicotine-pouch or oral nicotine products for consumer use.
- 04Criterion
Include formulation or manufacture of nicotine-containing e-liquids, cartridges, pods, refills, and other finished consumer nicotine preparations.
- 05Criterion
Include contract manufacture, private-label manufacture, and final formulation or assembly of qualifying tobacco or consumer nicotine products.

Exclude medicines and pharmaceutical nicotine-replacement therapies authorized or marketed for smoking cessation, including therapeutic patches, gums, lozenges, sprays, and prescription products.
- 03Criterion
Exclude non-nicotine vaporizers and products designed solely for cannabis, aromatherapy, or other non-tobacco and non-nicotine uses.
- 04Criterion
Exclude generic tobacco leaf, nicotine raw material, flavours, batteries, chips, packaging, glass, plastics, and other inputs or components without finished-product responsibility.
- 05Criterion
Exclude verified former manufacturing activity from current involvement while preserving historical involvement and cessation dates.
